Regional Planning Commission
1. Call to Order
Mr. Michelson called the meeting to order at 4:01 p.m.
2. Approval of March 15,2018 Meeting Minutes
Ms. Redlin moved to approve March 15, 2018 meeting minutes and Mr. BellCorelli
seconded the motion. Motion carried unanimously.
3. New member introduction- Brad Brown
4. Bicycle and Pedestrian Circulation Plan update-East Central Wisconsin Regional
Planning Commission
Kim Biedermann was present from East Central Wisconsin Regional Planning
Commission to update the committee on the progress of the plan. She explained that
she is working to incorporate local photos instead of generics ones which were intended
only as placeholders. She explained that she will be working on the final edits and once
they are ready a final review will be provided for the public and the committee.
5. Complete Streets-Technical Assistance ECWRPC
Kim Biedermann was present from East Central Wisconsin Regional Planning
Commission to introduce a new technical assistance granted to the City of Oshkosh. She
explained that through Smart Growth American she is able to help communities draft
Complete Streets Policies. The Bicycle and Pedestrian Advisory Committee will play an
important role in the development of this policy.
6. 'Smith Avenue Bike Lanes-Update and Action's
Ms. Naudziunas explained that the committee has been working on prioritizing and
approving routes since February. At the April 10th Traffic Review Advisory Board
meeting, the board reviewed routes on Smith Avenue and N Main Street. The board
recommended approval for bike lanes on N Main Street (Murdock Avenue to Snell
Road). Residents from Smith Avenue created a petition and many of them signed it to
prevent the removal of parking on one side of the street. The board recommended bike
lanes from Vinland Street to Jackson Street and convert to sharrows from Jackson Street
to N Main Street. Ms. Naudziunas asked the committee if they would like to alter their
recommendation before it went before Common Council on April 24th and May 81h. The
committee decided to leave their original recommendation for bike lanes the entire
length of Smith Street.
7. BikeOsh 2018-Update
Ms. Naudziunas explained that the committee began planning for the BikeOsh event for
2018. The committee selected the date of May 5th for the event date. Ms. Naudziunas
said that the three Oshkosh North Communities students will help collect prizes. Ms.
Naudziunas explained that planning and organizing is on schedule and should be ready
for the event date.
8. Service Recognition Idea (Crossing Guards) -Adam BellCorelli
Mr. BellCorelli explained that he thought it might be an interesting idea to create a
recognition program for the crossing guards. The committee discussed this and found
out that the crossing guards are funded by the city not the school district. Mr.
BellCorelli agreed to research the idea further and report back at a different meeting.
9. Agenda Items for the Future Meeting(s)
The committee expressed an interest in keeping the Bicycle and Pedestrian Master Plan
on the agenda.
10. Adjournment
Ms. Redlin moved to adjourn the meeting and Mr. Rennert seconded the motion.
Motion carried unanimously at 5:34 p.m.
