HomeMy WebLinkAbout4.18.18 Police and Fire Commission Open and Closed Session E 3 OSHKOSH POLICE AND FIRE COMMISSION ROOM 406, CITY HALL OSHKOSH, WISCONSIN April 18, 2018 City Attorney Lynn Lorenson, Secretary for the Employee Panel, gave an overview of the meeting process: • Secretaries will call the Panels to order. • hear greetings from City Manager Rohloff. • Director of Administrative Services John Fitzpatrick overview of interview process. • thereafter, each Panel and the PFC will vote to go into closed session & adjourn o get your binders with questions and benchmarks for interviews; o interview finalists; o meet with the PFC to give the PFC feedback regarding the finalists; and o for the PFC to have the opportunity to consider an offer of employment for the position of Fire Chief for the City of Oshkosh. The PFC also has a meeting scheduled for tomorrow the 19th in the afternoon to consider an offer if they want to adjourn tonight and continue the discussion tomorrow. CALL TO ORDER (Chairman Vajgrt) (8:05 a.m.) ROLL CALL Present— Bob Vajgrt Present—John Schorse Present— David Jones Present— Clark Seibold Present— Ron Lewis ALSO PRESENT: John Fitzpatrick, Acting Secretary for the Commission MOTION: Approval of minutes from the March 20, 2018 & April 4, 2018 meeting. (Motion by Ron Lewis, Seconded by David Jones) CARRIED: Ayes (5) Jones, Lewis, Schorse, Seibold, Vajgrt The Employee, Community and Technical Peer Panel were called to order. City Manager Rohloff greeted and thanked the Commission and the Panel members for their participation in the process of selection of the Fire Chief. John Fitzpatrick, Assistant City Manager 1 Director of Administrative Services, led a general discussion regarding the interview process to be followed. The Employee, Community and Technical Peer Panels voted to go into closed session and adjourned. MOTION : that the Commission convene in closed session following the adjournment of the meeting, pursuant to Section 19.85(1)(c) of the Wisconsin Statutes to consider the employment of a public employee over which the Commission has jurisdiction and exercises responsibility; under Section 19.85(1)(e) of the Wisconsin Statutes, where competitive or bargaining reasons require a closed session; and Section 19.85(1)(f) of the Wisconsin Statutes for consideration of the social or personal histories of specific persons which if discussed in public would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories and for the following purposes: • to distribute questions and benchmarks for interviews; • to interview finalists for the fire chief position; • to receive feedback regarding the finalists from the Employee Panel, Community Panel and the Technical Peer Panel; and • to consider an offer of employment for the position of Fire Chief for the City of Oshkosh. Break from 1:30 p.m. to 2:00 p.m. The Commission reconvened at 2:00 p.m. and met with the members of the Community, Employee and Technical Peer Panels to receive feedback regarding the finalists. The Commission thanked the members of the Panels for their input and excused each Panel after receiving their input. The commission began its consideration of an offer of employment for the position of Fire Chief at 4:15 p.m. The Commission gave direction to John Fitzpatrick, Assistant City Manager 1 Director of Administrative Services for the City of Oshkosh, regarding an offer of employment for the position of Fire Chief.
