PURPOSE: APPROVE CITY CENTER CORRIDORS PLAN FOR 9TH AVENUE
AND SOUTH PARK AVENUE
INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT
PLAN COMMISSION RECOMMENDATION: Approved
WHEREAS, "City Center Corridors Plan" has been prepared by Houseal Lavigne
Associates, of Chicago, Illinois, with input and support provided by the Plan
Commission, Common Council, Traffic Review Advisory Board, Bicycle and Pedestrian
Committee and the community at large; and
WHEREAS, the 91h Avenue and South Park Avenue corridors were identified as
key concerns during the Imagine Oshkosh planning process due to them being primary
corridors guiding visitors, business, and employees into the City Center; and
WHEREAS, "City Center Corridors Plan" is to guide planning and policy
decisions for future improvements to 91h Avenue and South Park Avenue and includes
issues related to land use, multi-modal transportation, and urban design; and
WHEREAS, the Plan Commission has reviewed said Plan and recommended its
adoption by the Common Council.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that "City Center Corridors Plan", on file at the City Clerk's Office, is hereby
approved and adopted.

BACKGROUND
Staff requests approval of the City Center Corridors Plan for 9th Avenue and South Park
Avenue. The purpose of the City Center Corridors Plan is to guide planning and policy
decisions for future improvements to 9th Avenue and South Park Avenue and includes issues
related to land use, multi -modal transportation, and urban design.
The 9th Avenue and South Park Avenue corridors were identified as key concerns during the
Imagine Oshkosh planning process due to them being primary corridors guiding visitors,
business, and employees into the City Center. Recognizing this the City initiated a secondary
planning process to analyze and develop policies as well as recommendations for these
corridors.
On April 9t',, John Houseal from Houseal Lavigne presented the Corridors Plan at a public
meeting and joint workshop. Invited committees to the workshop were Plan Commission,
Common Council, Traffic Review Advisory Board, and Pedestrian and Bicycling Advisory
Committee.

The study area is generally contained between I-41 on the west and S. Main Street on the east.
Each corridor is unique and results in differing recommendations with respect to the types and
intensities of land use, traffic patterns, and right-of-way widths. The 9th Avenue corridor is
approximately 2.06 miles in length. The corridor is largely residential with interspersed
commercial nodes at major intersections. The South Park Avenue corridor is approximately
2.52 miles. The corridor is generally mixed-use with interstate commercial on the west and
center city urban commercial on the east with South Park Avenue terminating at the
Menominee Nation Arena. The South Park Avenue corridor also contains a large park (South

Park) and a quarry (Vulcan). Unlike the 9th Avenue corridor, the major interior intersections
are generally not commercial nodes. Both corridors contain opportunity redevelopment sites.
The Plan includes recommendations for each of the chapters and ends with an Implementation
Chapter. That chapter contains a Matrix with implementation items that includes priority
level, public cost estimate, ease of implementation, and lead responsibility. The Plan contains
54 implementation items from which the consultant is also developing a Top 5 or 10
Implementation list. Approval of the City Centers Corridors Plan will help guide staff in
developing future improvements along these corridors.
FISCAL IMPACT
Approval of the Plan itself will not have a fiscal impact. Implementing various implementation
items as identified in the Implementation Matrix (Chapter 10) may have fiscal implications that
will be analyzed on a case by case basis.
RECOMMENDATION
The Plan Commission recommended approval of the City Center Corridors Plan for 9th Avenue
and South Park Avenue at its May 1, 2018 meeting.

ACTION REQUESTED/BACKGROUND
Staff requests approval of the City Center Corridors Plan for 91h Avenue and South Park Avenue that
was prepared in consultation with Houseal Lavigne Associates. The purpose of the City Center
Corridors Plan is to guide planning and policy decisions for future improvements to 9th Avenue and
South Park Avenue and includes issues related to land use, multi -modal transportation, and urban
design.
The 9th Avenue and South Park Avenue corridors were identified as key concerns during the Imagine
Oshkosh planning process due to them being primary corridors guiding visitors, business, and
employees into the City Center. Recognizing this the City initiated a secondary planning process to
analyze and develop policies as well as recommendations for these corridors.
Staff is requesting the Plan Commission to review the Plan and make a determination that it is
consistent with the City's Comprehensive Plan and that it be adopted as an addendum to the
Comprehensive Plan.
ANALYSIS
The study area generally is contained between I-41 on the west and S. Main Street on the east. Each
corridor is unique and result in differing recommendations with respect to the types and intensities of
land use, traffic patterns, and right-of-way widths.
The 91h Avenue corridor is generally a "straight shot" between I-41 and S. Main Street and is
approximately 2.06 miles in length. The corridor is largely residential with interspersed commercial
nodes at major intersections. The South Park Avenue corridor runs into the center city from the west
at a north easterly route connecting with S. Main Street to 4 blocks south of 9th Avenue. The South
Park Avenue corridor's length is approximately 2.52 miles. The corridor is generally mixed-use with
interstate commercial on the west and center city urban commercial on the east with South Park
Avenue terminating at the Menominee Nation Arena. The South Park Avenue corridor also contains
a large park (South Park) and a quarry (Vulcan). Unlike the 9th Avenue corridor, the major interior
intersections are generally not commercial nodes. Both corridors contain opportunity redevelopment
sites.
The Plan is organized into the following sections for each corridor:
• Land Use & Development Framework
• Multi -Modal Transportation Framework
• Urban Design Framework
The Plan includes recommendations for each of the chapters and ends with an Implementation
Chapter. That chapter contains a Matrix with implementation items that includes priority level, public
cost estimate, ease of implementation, and lead responsibility. The Plan contains 54 implementation
items from which the consultant is also developing a Top 5 or 10 Implementation list.
Approval of the City Centers Corridors Plan will help guide staff in developing future improvements
along these corridors.
RECOMMENDATION
Staff recommends the Plan Commission recommend adoption of the Imagine Oshkosh Plan and that
is be adopted as an addendum to the Comprehensive Plan.

adopted as an addendum to the Comprehensive Plan as requested. The following is the Plan
Commission's discussion on this item.

Ms. Propp commented that she was very impressed by the plan and how the departments have come
together on this plan. She did not realize that the air zone had such a big impact on the area until the
recent workshop. She also stated that this would be great to implement on new properties as they
develop.
Mr. Burich said that with the implementation, it should help the current and new properties on 9th
Avenue in terms of curb appeal.
Mr. Fojtik stated that he does agree with Ms. Propp. He feel as South Park offers more opportunity
because there is more space.
Mr. Perry suggested 91h Avenue would be great for year 2 or 3 of the Habitat for Humanity's Rock the
Block Program.
Mr Burich and Mr. Fojtik both agreed with Mr. Perry.

Mr. Cummings said that commercial buildings have become the standard gateway into the
communities.
Mr. Hinz commented that he is very pleased with adding parking to the less trafficked areas of 91h
Avenue.
Mr. Burich agreed and stated that the some of the parking lanes are currently used as driving lanes
even though they are not driving lanes.
Motion by Perry to approval the adoption of the Imagine Oshkosh Plan and that is to be adopted as an
addendum to the Comprehensive Plan.
Seconded by Hinz. Motion carried 8-0.
