PURPOSE: REMOVE PARKING ON THE WEST SIDE OF THE STREET &
DESIGNATE BIKE LANES ON NORTH MAIN STREET FROM
MURDOCK AVENUE TO SNELL ROAD

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
10.1 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE
LANES DESIGNATED AND PARKING REGULATIONS ON DESIGNATED STREETS
AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27A-10.1 AND 27A-11 of the Oshkosh Municipal Code
pertaining to bicycle lanes designated AND parking regulations on designated streets and
alleys are hereby amended as follows:
27A-10.1 BICYCLE LANES DESIGNATED
Add Thereto: North Main Street, both sides, from Murdock
Avenue to Snell Road
27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
NORTH MAIN STREET
Add Thereto: No parking, west side, from Murdock Avenue
to Libbey Avenue
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted
ordinance #18-265 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONs 27A-10.1 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO BICYCLE LANES DESIGNATED AND PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS on May 8, 2018. The ordinance removes parking
on North Main Street,west side,from Murdock Avenue to Libbey Avenue and designates
bike lanes on North Main Street from Murdock Avenue to Snell Road. The full text of the

RE: Designating Bicycle Lanes on North Main Street from Murdock Avenue to
Snell Road and On Smith Avenue from Vinland Street to Jackson Street.
BACKGROUND
The first ordinance designates bicycle lanes on North Main Street, both sides, from
Murdock Avenue to Snell Road and removes parking on the west side from Murdock
Avenue to Libbey Avenue. This request comes from the Bicycle and Pedestrian
Advisory Committee. The Traffic Review Advisory Board recommends approval (6-0).
The second ordinance designates bicycle lanes on Smith Avenue, both sides, from
Vinland Street to Jackson Street. From Jackson Street to North Main Street sharrows
will mark the pavement on Smith Avenue so parking will not be removed. This request
also comes from the Bicycle and Pedestrian Advisory Committee. The Traffic Review
Advisory Board recommends approval (4-2).
ANALYSIS
The Bicycle and Pedestrian Advisory Committee is working to implement the Bicycle and
Pedestrian Circulation Plan adopted by the Pan Commission August 16, 2011 and
approved by City Council on September 27 2011. The Bicycle and Pedestrian Advisory
Committee identified these as priorities for 2018. The Smith Avenue bike lanes and
sharrow marked street will connect North High School with the North Main Street bike
lanes that lead to the North Industrial Park and Winnebago County Park which connects
to the paved trail on County Road Y connecting to another paved trail that continues
north on County Road A.
The implementation of these bike lanes require the removal of parking on the west side
of North Main Street from Murdock Avenue to Libbey Avenue.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of street painting and bicycle route signage.
The street paint would come out of the Sign Department operational budget and the
signage cost would come out of the Bike/Ped CIP fund and/or the Sign Department
operational budget.
RECOMMENDATION
I recommend the Common Council approve these ordinances to be added to Section 27A-
10.1 of the Municipal Code which designates bicycle lanes and Section 27A-11 which
regulates parking on designated streets and alleys.
