PURPOSE: AWARD SID TO NORTHEAST ASPHALT INC. FOR
MENOMINEE PARK TENNIS COURT IMPROVEMENTS FOR
PARKS DEPARTMENT ($269,040.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS,the City of Oshkosh has heretofore advertised for bids for Menominee
Park Tennis Court Improvements for Parks Department; and
WHEREAS,upon the opening and tabulation of bids, it appears that the following
is the most advantageous bid:

Total Sid: $269,040.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Northeast Asphalt Inc. for Menominee Park Tennis Court Improvements
for Parks Department ($269,040.00)
BACKGROUND
In the 2018 CIP the Common Council allocated $300,000.00 for improvements of the Menominee Park
Tennis Courts. The current courts are virtually unplayable with surface depressions that collect water
and painted surfaces that have worn off. Working with representatives from both the tennis and pickle
ball community, the new site design will incorporate three tennis courts and four pickle ball courts.
ANALYSIS
Working with Fred Kolkmann Tennis & Sport Surfaces LLC and Parks staff, Purchasing prepared bid
specifications for this project. The bid was advertised in the local newspaper and posted on Onvia
DemandStar. Bids were due May 1, 2018. The bid tab is attached. Based on the bid review, it was the
consensus of Fred Kolkman and City staff that the low bid received met all the minimum bid
requirements.
FISCAL IMPACT
The total fiscal impact of this bid is $269,040.00. With the inclusion of this project and factoring in Fred
Kolkman design fees of $14,000.00 the total fiscal impact to date for this project is $283,040.000. The 2018
CIP allocated $300,000.00 for this project. The remaining funds may be used to cover the costs to replace
some of the facility lighting. This project will be charged to A/N# 0325-0610-7216-07802.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Northeast Asphalt for $269,040.00.
