PURPOSE: APPROVE EXTRATERRITORIAL FINAL PLAT FOR SANDHILL
FARMS LOCATED IN THE TOWN OF OMRO
INITIATED BY: ASA DEVELOPMENT, INC.
PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
extraterritorial final plat known as Sandhill Farms in the Town of Omro,per the attached,
is hereby approved with the finding that the proposed extraterritorial plat is consistent
with the City's Comprehensive Plan.

BACKGROUND
The property is located in a developing residential area in the Town of Omro approximately
three miles west of the Oshkosh City limits. The lots in this area are served by the Algoma
Sanitary District #1 and private wells.
ANALYSIS
The request is to approve an extraterritorial final plat that includes 82 lots and 3 outlots.
Because the plat is extraterritorial, the City's Subdivision Regulations pertaining to physical
design requirements do not apply and the plat is to be reviewed on the basis of being
consistent with the City's Comprehensive Plan. In this case, the plat is located in an area that
the City's land use plan identifies as appropriate for residential use. Based on existing
development patterns and boundary agreements of the location; the City will likely not
expand into this area. The Department of Public Works reviewed the proposal and did not
have concerns other than that out lot 3 appears to be within the proposed road right-of-way.
FISCAL IMPACT
The plat will be served by the County and Town services and will not have a fiscal impact on
the City of Oshkosh other than emergency ambulance service that the City of Oshkosh Fire
Department provides through an intergovernmental agreement.

RECOMMENDATION
The Plan Commission recommended approval of the extraterritorial final plat at its May 1, 2018
meeting.

The request is to approve an extraterritorial final plat in the City's 3 -mile plat jurisdiction area.
The plat includes 82 lots and 3 outlots. Because the plat is extraterritorial, the City's Subdivision
Regulations pertaining to physical design requirements do not apply and the plat needs to be
reviewed on the basis of being consistent with the City's Comprehensive Plan. In this case, the
plat is located in an area that the City's land use plan identifies as appropriate for residential use.
The plat is located in a developing residential area of the Town of Omro that based on existing

The Department of Public Works reviewed the proposal and did not have concerns other than

RECOMMENDATION/CONDITIONS
Staff recommends a finding that the proposed extraterritorial plat is consistent with the City's
Comprehensive Plan and be approved.
The Plan Commission approved the extraterritorial plat as requested. The following is the Plan
Commission's discussion on this item.
There was no discussion on the item.
Motion by Vajgrt to approve the 82 lot plus 3 outlot extraterritorial final plat in the Town of Omro
with the following findings:
1. The proposed extraterritorial plat is consistent with the City's Comprehensive Plan.
Seconded by Mott. Motion carried 8-0.
