RENTAL HOUSING ADVISORY BOARD MINTUES
FEBRUARY 14, 2018
PRESENT: Matt Mugerauer, Cheryl Hentz, Timothy Ernst, Linda Jevaltas, Lori Palmeri,
Matthew Stenerson

CALL TO ORDER
Mr. Mugerauer called the meeting to order at 3:30 p.m.
In the essence of time,Mr.Mugerauer requested agenda items 2018 Action Plan and Mission Statement be
moved to the March 14,2018 Rental Housing Advisory Board Meeting. There were no objections from the
Board to remove the items from the meeting agenda.
The minutes of the January 10, 2018 meeting were approved as presented. (Rentz/Ernst)
PRESENTATION BY CITY ATTORNEY OFFICE
City Attorney,Lynn Lorenson introduced Deputy City Attorney,David Praska and Assistant City Attorney
Amy VandenHogen and gave the Board a presentation regarding open meetings, public records and
public policy. Board members were given a manual clarifying the topics of Open Meetings, Public
Records, Ethics, Conduct of Meetings and the Role and Responsibilities of the Board.
NOTE: Matt Stenerson joined the meeting at 3:35 p.m.
Open Meetings
Ms.Lorenson stated the Rental Housing Advisory Board was considered a governmental body and
therefore must adhere to the State of Wisconsin Open Meetings law. She stressed that the
Wisconsin Attorney General strongly discouraged members of governmental bodies from using
email to communicate about issues within the body's realm of authority and explained the
requirements of open meetings.

Public Records
Ms. Lorenson informed the Board they should copy the designated email address for the RHAB
) when using aprivate computer hoconduct governmental business.
Ethics
Mr. Praska explained that Board members were restricted from personally profiting from holding
a public office position and were restricted from participating in decisions in which the board
member had apersonal financial interest.
Ms. Hentz asked if a board member could participate in a discussion in which they had a personal
conflict however not vote.
Ms. Lorensonstated if aboard member had apersona| conflict with anitem, the board member
could not participate in any discussion as they could potentially influence the outcome.
Conduct ofMeetings
Ms. Lorenson gave an overview ofthe Rules of Procedure adopted by the Oshkosh Common
Council.
Role and Responsibilities
Mr.Praska explained the importance of the interrelationship between the Rental Housing Advisory
Board and other Community Development boards and commissions.
RHAB/COMMISSION ON EQUAL OPPORTUNITY IN HOUSING
Mr. Zarahcnohcd there had been discussion oncombining the Rental Housing Advisory Board with the
Commission onEqual Opportunity bnHousing and asked ifthat was still under consideration.
Ms. Lorenson stated the KH/\8 could not be combined with the Commission on Equal Opportunity
Housing asthe KH/\8 was onadvisory board and the Commission on Equal Opportunity Housing was a
hearing board.

Ms. Hentz stated not only was it important for board members to "like' the RHAB Facebook page, but
also to share all new posts in order to reach out further into social media.
Ms. Palmeri suggested the Board advertise its Facebook page at the State of the City.
Ms. Hentz stated her goal was to post two items per week to the RHAB Facebook page.
Ms. Springstroh demonstrated how to share the RHAB Facebook page.
STATE OF THE CITY
Ms. Springstroh reported the Oshkosh State of the City would be on Monday, March 19th at 6:30 p.m. at
the Oshkosh Convention Center. She asked if the RHAB would like to man a table at the event.
Ms. Palmeri felt because the RHAB was relatively new, it would be a good idea for the RHAB to be
represented at the State of the City. She suggested the RHAB share a table with the Oshkosh Healthy
Neighborhood Alliance.
Ms. Hentz, Ms.Jevaltas, and Mr. Ernst volunteered to man the table for the State of the City.
STATE LEGISLATION UPDATE- SB 639/AB 771
Mr. Zarate reported SB 639/AB 771 had passed in the Assembly and had moved on to the Senate to be
voted on. He stated there were several amendments to the bill regarding what rental dwellings would be
inspected and to the fees collected for the inspections.
Ms. Palmeri suggested the RHAB educate landlords regarding their rights and responsibilities and a
discussion ensued regarding a current court case involving a landlord.
INSPECTIONS UPDATE
Mr. Koelbl reported approximately three hundred rental inspection notices were mailed last week. He
stated he had already completed one inspection and had another inspection scheduled.
