RENTAL HOUSING ADVISORY BOARD MINTUES
JANUARY 2, 2018 (SPECIAL MEETING)
PRESENT: Matt Mugerauer, Margy Davey, Cheryl Hentz, Timothy Ernst, Linda Jevaltas

CALL TO ORDER
Mr. Mugerauer called the meeting to order at 3:30 p.m.
DISCUSSION TO FORMALLY OPPOSE PROPOSED LEGISLATION (SB 639)
Prior to the meeting, the Board had received a letter drafted by Timothy Ernst to formally oppose SB 639.
Mr. Mugerauer opened the floor for discussion on the topic.
Mr.Davis reported he had spoken with the city attorney and City Manager Rohloff regarding the Board's
letter opposing SB 639. He stated they suggested the Board go on record as opposing SB 639, however
delay having staff draft a resolution until after the State Assembly Hearing on January 3rd as there were
potential changes being proposed to the bill.
Ms. Hentz inquired as to what changes were being proposed to the bill.
Mr. Davis replied the City was working with Curt Witynski with the League of Wisconsin Municipalities
regarding ideas for changes to the bill and that he would know more regarding a redraft of the bill after
the State Assembly Hearing on January 3rd.
Ms. Hentz suggested the Board oppose the current draft of SB 639.
Mr. Mugerauer stated opposing SB 639 might not be worthwhile until the Board learned what changes
were being proposed to the bill. He stated he understood the State Senate would not vote on SB 639 until
late January or early February.
Ms.Jevaltas stated she felt the Board should state their opposition to bill the way it was currently drafted.
She stated she felt the City should copy other municipalities on resolutions adopted by the Council relating
to the rental housing inspection program.

Ms.Palmeri proposed to the Board that she take the letter formally opposing SB 639 to the State Assembly
Hearing on January 3rd where she would be providing testimony. She stated the bill for which she would
be providing testimony was AB 771 as the State Senate Hearing was already held in December.
Ms. Hentz clarified although Ms. Palmeri was providing testimony for AB 771, the actual bill to be voted
on in late January/early February was SB 639.
Ms. Palmeri stated she would be testifying before the Housing and Real Estate Committee.
Motion by Davey that Rental Housing Advisory Board request Council Member Palmeri to present letter
formally opposing SB 6391AB 771 to Wisconsin State Assembly Committee Members at the public hearing
on January 3, 2018.
Seconded by Hentz. Motion carried 4-1 (Ayes—Davey/Hentz/Ernst/Jevaltas. Nays -Mugerauer
ADJOURN
There being no further business, the meeting adjourned at 3:49 p.m. (Davey/Rentz
