MEETING MINUTES, September 26, 2017

Vicki called the meeting to order at 3:30 pm.
Consent Items
• Approval of August 29, 2017 Minutes: Scott moved to accept the minutes as written; Bob k
seconded. All in favor, motion carried to accept the minutes as written.
Informational Topics:
• Judy Brewer FOSC, explained that the FOSC group has gone through several changes. She
explained they are a fund raising arm for the Seniors Center. She stated all of the funds raised
through Food Truck Friday and the Annual Appeal go back to the Seniors Center. They have
revised the bylaws. The Tours are a committee of the FOSC that provide affordable travel for
seniors. All changes have been reviewed and processed with the assistance of an attorney so
everything has been completed legally. The Board structure has been changed including business
members, supporters of the FOSC, community members and one voting member of the Seniors
Center's Advisory Board. They will conduct an annual meeting in January and a Town Hall meeting
in March to review financials. Any person donating $25 or more will receive the newsletter via
the USPS. Committees of the FOSC include: Tours, Financial, Marketing/Communication and
Fundraising. Tours money goes to the FOSC as part of the annual donation to the Center. The
proposal for 2018 request from the Center Manager is$51,800.00.
Next year's bands for the Food Truck Friday's will include;The Del Ray's and Harvest-Neil Young
Cover Band. There will be 13 food trucks. Bob K asked if there would be potential to increase the
number of Food Truck Friday's. Judy explained if they were to start in May, children are still in
school and to have one in September would conflict with families and sporting events, which
would decrease participants and revenue. Judy stated that FOSC is working at becoming more
public.
Discussion Items:
• Jean passed out a sheet with 2018 Proposed Fees and Charges for the Center. Fees have not been
changed since 2010. She explained the City was audited and the Center learned of several items
that need to be taxed. Next year's proposal will include tax in the passes. Programs that are
education, exercise and lessons are not taxable. Going to have programs conducted with in
sessions and eliminating user fees. Exercise and the Fitness Center will be combined in one pass.
Non-residents will pay 1.5 times more than residents. Jean explained there will be three insurance
reimbursement options; Optum; Silver Sneakers and Silver and Fit.
• Budget information has gone to City Manager, there will be another meeting with the City
Manager October 31" and then the final budget will go before Council. There is a deficit of
$19,000.00 due to the loss of rental income. Jean explained the staff organizational chart will be
changing and passed out a sheet showing the chart changes. Jean will be overseeing the Fitness
Coordinator and part time instructors in addition to all other staff; Jane will oversee activities
coordinator, building attendant and program instructors.Teri John will be retiring and her position
will not be filled. Kerry at the front desk will increase her hours to 23 per week and Amanda
fitness coordinator will increase to 23 hours per week as well.
Governance Report: no report
Health Report:
• Nancy stated she was impressed with the Brain Fair and stated that each speaker had
approximately 60 participants. There were several booths with freebees. 28 out to 30 surveys
stated they would make changes in their life due to what they learned. A couple of suggested
changes were name tags for volunteers and to have print outs of the schedule. Bob K. stated the
next brain fair will be on sleep issues and the one after that will be with vision issues.

Presentation/Name Change: on Hold
Manager's Report: Jean announced the Senior Expo will be held on October 91h at the Convention Center.
She is looking for volunteers for registration table from 8-11:30 am. Scott and Mary volunteered. She still
needs two more people. The Seniors Center and FOSC will have a booth together and the woodshop will
be there showing what they can do.
Finance will be implementing new software and our deadlines for submitting financials will be December
1St
