OSHKOSH COMMITTEE ON AGING (COA) MINUTES
December 5, 2017
PRESENT: Lurton Blassingame, Claude Benedict, Kathryn Glander, Judy Richey, Julie
Maslowski, Xandy Kloeckl, Deb Allison-Aasby; Julie Hert
STAFF: Ray Maurer, Parks Director, Jean Wollerman, Senior Services Manager, Bobbie

Schaefer, Fund Development Coordinator
Mrs. Hert called the meeting to order at 8:00 a.m.
APPROVAL OF MINUTES:
November 7, 2017 minutes approved as written. Mrs. Glander moved to accept the minutes
as written, Mr. Blassingame seconded. Motion carried to accept the minutes as written.
NEW BUSINESS:
• Neighborhood Association presentation by Alexa Naudziunas—Ms. Naudziunas has
been employee with the City of Oshkosh for the last three years. She explained
neighborhood associations and how they strengthen and create healthy
neighborhoods and how they receive special incentives. Some benefits of a
recognized neighborhood include: neighborhood organizing; community building &
engagement; Oshkosh Healthy neighborhood Alliance; neighborhood planning;
homebuyer assistance; targeted housing programs; blight removal; code enforcement
and acquisition, rehab, sale. Currently there 15 associations; each neighborhood
receives a grant of$1,000 per year. She shared some details on three success stories
regarding Middle Village Neighborhood; Millers Bay Neighborhood and E. Cook
Beautification Project. Mr. Blassingame questioned how to go about getting partners
for an association. Ms. Naudziunas explained how each situation is unique and
worked out individually. Mr. Benedict questioned the name William Waters Plaza.
Ms. Naudziunas explained that the Rotary dedicated the space in 1980 after an
architect from Oshkosh. Mrs. Schaefer stated it was a point of pride as Mr. Waters
had designed 150 building in Oshkosh. Mr. Maurer questioned how the
neighborhoods could this committee. Ms. Naudziunas stated by socializing and
organizing neighborhood meetings and several volunteer opportunities. All of the
associations are listed on the City's website. If the information is needed contact Ms.
Naudziunas and she can provide you with the correct contact information. Mrs.
Schaefer recognized Bella Vista as a great partner to Menominee South. Mrs.
Maslowski stated that it was great relationship building. Bella Vista is a sage meeting
point and will host the Christmas party. She expressed what a great experience it was
working with the Sea, Sand and Sail Park. Mr. Benedict stated that the facility was
beautiful. Mrs. Maslowski that support happens in various ways as they help with
meals for Habitat for Humanity. Mr. Maurer questioned if any demographics from
the neighborhoods were available. Ms. Naudziunas stated that information was
obtained in the planning process. Mr. Maurer suggested Ms. Naudziunas notify Mr.
Blassingame and Mrs. Wollerman when neighborhood meetings take place.

the City of Oshkosh

• Mrs. Hert announced her resignation. She explained that it was a difficult decision
and however she can no longer give 100% any longer due to work conflicts. She
thanked Mr. Maurer and Mrs. Allison-Aasby for their work with the committee and
stated how proud she was of the committee and to feel free to contact her.
• Mrs. Glander announced her resignation. She has served for many years on the
committee and feels blessed and honored to have had the opportunity to work with
the members. She stated she feels the committee is moving forward and is impressed
with what Mr. Maurer and Mrs. Allison-Aasby has brought to the committee. She
stated she hopes to come back, so this is not a goodbye but see you in a little while.

Ms. Richey moved to adjourn, Mr. Blassingame seconded, motion carried to adjourn at 8:33
am.
