OSHKOSH COMMITTEE ON AGING (COA) MINUTES March 6, 2018 A.)Ms. Richey called the meeting to order at 8:03 a.m. B.) PRESENT: Lurton Blassingame, Claude Benedict, Judy Richey, Julie Maslowski, Xandy Kloeckl, Peggy Bellin, Ron Duerkop STAFF: Jean Wollerman, Senior Services Manager, Bobbie Luft, Office Assistant EXCUSED: ABSENT: Deb Allison-Aasby GUEST: Ms. Richey welcomed Chris Kneip. Ms. Kneip is considering applying for the open position on the committee. C. APPROVAL OF MINUTES: February 6, 2018 minutes, Mr. Duerkop suggested to add no report if an item will not have a report. Mr. Blassingame moved to accept the minutes with change to add nor report if an item will not have a report, Mr. Duerkop seconded. Motion carried to accept the minutes with no report added to items that will not have a report. D.)Citizens Statements-None E.) NEW BUSINESS: Mr. Duerkop provided a brief description of himself. He stated that he has been working with older adults since 1975. Ms. Richey welcomed Mr. Duerkop and stated that he will be an asset to the committee. a) Emily Springstroh, Communications Coordinator for the Oshkosh Media Services Department- Mrs. Springstroh announced on March 19 will be the State of the City, starting at 6 pm. She passed out an invite to each member. She also passed out Polco information, the City of Oshkosh is using Polco's civic engagement software to et input from the community. The address is polco.us/Oshkosh, create your account and share your thoughts, feedback and ideas. Mrs. Springstroh stated she has been an employee of the City of Oshkosh for five years. The department consists of a three person team; Jake Timm, Operations Coordinator, Emily and Scott Williams, Video Technician/Oshkosh FM Manager. She explained their broadcasting. Gov TV, local government programming, located on Spectrum cable channel 10 or AT & T U-Verse 99; Life TV, local community programming and public access, Spectrum cable channel 2; Oshkosh FM, low power FM radio station, 101.9. She stated they have the ability to immediately interrupt broadcasting for emergency messages. Mrs. Springstroh explained what she could do for the committee regarding how to get information out. She explained that in approximately six months she will be working with Ms. Richey to do a public service announcement regarding the Committee on Aging, a brief video could be aired on the Informational Video Segment, post on social media-although she does not recommend to have own page, however posting information on others pages will help; she also has great connections with media and reach out to media for stories. She provided her information: est?ringstroh@ci.oshkosh.wi.us, 920 236 5269, she also encourage members to stop down for a tour. Mr. Duerkop asked if Emily should be the contact person for any media services. She stated she was the contact however, OPD and OFD have their own. Mr. Blassingame asked where her office is located. Mrs. Springstroh stated the office is located on the 1St floor of City Hall with an entrance to the left of the main entrance to the building. F.) OLD BUSINESS: a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Jean Wollerman- Mrs. Wollerman passed out information regarding One Oshkosh and Go HNI group. She shared how to get neighborhood information; go to the City website, click on I Want To...click on Learn about neighborhood groups. She explained that all 15 groups are located. She stated that Mrs. Schaefer will set up a meeting sometime in spring to discuss in further detail. b) Improve Access to Affordable Transportation and Delivery Services for Seniors-Judy Richey- Ms. Richey stated that she had attended the East Central Regional Planning meeting. She explained the two main focuses of the group are: to develop a central call point for rides, which would include coverage for multiple counties; to develop a flow chart of transportation groups. Mr. Blassingame questioned the funding for the program. Ms. Richey explained the funding come from Lutheran Social Services (LSS) through various grants. The program, Making the Ride Happen started in Appleton and is now extending to Oshkosh. c) Create Community Design & Policy that supports an Age Friendly community- Lurton Blassingame- Mr. Blassingame explained the ramp policy for the City of Oshkosh. First one would need to go to Community Development at City Hall for a permit and a two page handout on how to construct a ramp; second would be to go to Planning/Zoning at City Hall, both on the second floor as the ramp needs to comply with the policies, this will all help to determine the cost. Mr. Duerkop questioned if there were restrictions regarding Larson/Winchester Lions Club. Mr. Blassingame was unsure. Ms. Richey explained they used to do ramp building for residents and maybe they would get involved again. She stated that this group has a closet of medical equipment for use as well. Mr. Duerkop questioned if the ramps need to be a permanent structure. Mrs. Wollerman stated the information from Mr. Blassingame was for permanent ramps. Mr. Duerkop explained new Medicare cards will be issued starting in April 2018 and will be mailed in seven waves by groups of states over the next year. All beneficiaries should receive the new card by April 2019. He reminded all to be aware of scams. Mr. Blassingame stated the government never contacts a person by phone. Ms. Richey stated perhaps Emily could do a PSA regarding this information. Mr. Duerkop explained that AB 628 silver Alert Referral is at the state level. This would mean individuals with a silver alert would be referred to local ADRC to see if they should need additional resources. He state the AB-629 Adult Guardianship will be moving on to Senate, this will provide uniformity in guardian statues from state to state. He stated that AB-655 will be moving to Senate, this is the Decision Making Agreements. This bill allows for an adult with a functional impairment to create a supported decision-making agreement to allow another person, referred to as supporter to assist the adult with certain decisions. Mr. Duerkop explained the Bipartisan Budget Act of 2018. He stated the act has been passed by Congress to include a higher spending limit on funding for outreach to low-income Medicare beneficiaries. d) Improve Communication and Visibility of Available Services to Seniors- Mrs. Wollerman stated the Committee on Aging meetings would be televised on Wednesday's at 5pm and Friday's at 9 pm. She explained there is a resource/sponsorship room located in the South Building. Sponsors will be allowed to provide material regarding their information in there. Sponsors should contact Anne Schaefer. Mr. Duerkop stated the deadline for applications for the housing rehabilitation program through the City is March 15. The program offers a 0% interest deferred payment loan to low to moderate income property owners within the City limits. Funds are used for roofing, exterior work, plumbing, electrical, furnaces, painting, and general repairs. Application must be approved prior to beginning work. Ms. Richey stated that there was no representative for this group, Mr. Richey, Mr. Duerkop and Mrs. Maslowski have agreed to lead this. G.)OTHER BUSINESS: Ms. Richey stated we need to fill Ms. Glander's vacant spot. H.)ADJOURNMENT: Mr. Blassingame moved to adjourn, Mr. Benedict seconded, motion carried to adjourn at 8:57 am.
