OSHKOSH COMMITTEE ON AGING (COA) MINUTES
February 6,2018
Ms. Richey called the meeting to order at 8:04 a.m.
PRESENT: Lurton Blassingame, Claude Benedict, Judy Richey, Julie Maslowski, Xandy
Kloeckl, Peggy Bellin

GUEST: Ron Duerkop, 1600 Brentwood Dr, Oshkosh WI, applied for a Committee on
Aging Board Member, will go through the approval process at the February 131h
Council Meeting. He explained a scam regarding the National Do Not Call
Registry. Scammers will contact a person and tell them that there do not call
has expired and they need their information. The National Do Not Call
Registry does not have an expiration date. If you should receive an unwanted
call after your number has been on the registry for 31 days, you should report it
to the FTC.
APPROVAL OF MINUTES:
December 5, 2017 minutes approved as written. Mr. Blassingame moved to accept the
minutes as written, Mrs. Bellin seconded. Motion carried to accept the minutes as written.
NEW BUSINESS:
• Go Transit Director Jim Collins and Korbin Figg, Transit Operations Manager
presented an overview of Go Transit and it's services. Go Transit consists of 21 bus
drivers, 4 maintenance staff, 6 administrative staff and a 7 member Transit Advisory
Board. There are 9 fixed routes in the City and run Monday through Saturday from
6:15 am to 6:45 pm. An intercity bus route service from Oshkosh to Neenah, Monday
through Friday (7.5) round trips from 6:30 am to 6:30 pm. Saturday includes 6.5
round trips running from 7:30 am to 6:30 pm. These busses connect with Valley
Transit routes and is contracted with Kobussen. Go Transit has some paratransit
programs (Go Plus). ADA runs 24 hours 7 days a week, and is the only one in
Wisconsin to do this. City Cab and Running Inc. or non-ambulatory. Dial a Ride,
rider needs to be 60+. The Rural Program is locally funded by Winnebago County.
Go Transit Facilities has a location at 926 Dempsey Trail and transfer station
downtown at 110 Pearl Ave, with 26 passenger shelters and 12 benches throughout
the City. The fleet consists of 15 low-floor buses, 9 are 15 years old, 4 hybrid 5 years
old and 2 diesel 5 years old. The average useful life of a bus is 12 years. The newer
clean diesel are more efficient than the hybrids. A bus costs $450,000. Transportation
is heavily funded from grant dollars which are competitive, DOT, Winnebago County
(state funds) and levy and City of Oshkosh levy. Ridership revenue makes up 21% of
funding about $900,000 annually. There is an agreement with UWO and FVTC as well
as outside advertising on buses for additional revenue. 2017 budget was $4.9 million.
There is a group promoting an agreement for the schools. Fare for a one way bus ride
is $1, lowest in the State, same rates at Stevens Point, elderly (60+) ride for .50 per ride.
One of Korbin's main jobs is to make sure Go Transit is compliant with Federal Laws,
Regulations and Requirements. Future concerns are Federal and State transportation
funds, how tight local funds are and funding cycles and availability make long term
planning difficult. Mr. Blassingame questioned what job duties of the administrative
staff. Mr. Collins explained there is himself as the Director that oversees Transit,
Electrical, sign and Streets Pain and Park and Utility; the Operation Supervisor
oversees Paratransit Programs, grant operations, supervisor over 21 drivers, field
issues and drug and alcohol; Anne Haas is customer services and Marline Binder,
Admin Assistant and back up for Anne Haas. Ms. Richey questioned what Running
Inc. was? Mr. Collins explained it was a non-ambulatory service to take you from
origin to destination, there is $1 extra charge for through the door service. It is
equivalent to riding the bus. Rider needs to schedule for ride day prior to service will
guarantee pick up within 15 minutes of scheduled time; same day requests will pick
rider up as soon as possible. Ms. Richey stated there is a misconception between this
and ADA card. ADA riders must qualify for ADA card. Ms. Richey stated the drivers
are wonderful. Mr. Collins stated the County offers several services and the City
helps with other options; Making the Ride Happen is a program offered through
Lutheran Social Services. Mr. Benedict questioned how many riders ride the bus
daily. Mr. Figg explained there are approximately 2,000 riders per day. He stated that
most are school students. Mr. Collins stated the ridership drops about 5:00 pm. Mrs.
Wollerman questioned the Dial a Ride program and the program the Seniors Center
has with Transit. Mr. Collins stated the Dial a Ride program runs 24-7 same as hours
the bus for $3.50 per ride, after hours will cost$5.0 per ride. Ms. Luft explained the
Oshkosh Senior Center pays for the cost of riders to and from their home to and from
the Seniors Center. A rider would get a pass at the Seniors Center and then the cost is
free to the rider, Transit bills the Seniors Center for riders at year end.
OLD BUSINESS:
• Ms. Richey stated we have one more opening on this committee. Mr. Maurer
explained due to the recent resignations there are two openings. He explained to
apply one would go to the city website, click on I want to...apply city boards and
application, the Mayor will review and make recommendations to the council for
approval.
• F. a.) Strengthen our Partnership with neighborhood Assoc. and other Partners-
waiting for information on neighborhoods groups.
• F. b.) Improve Access to Affordable Transportation and Delivery Services for Seniors-
Judy explained that there will be a meeting today with East Central Wi Regional
Planning Committee and they will be discussing, Making the Ride Happen and a pilot
program.
OTHER BUSINESS:
• Mrs. Kloeckl stated that the liaison position she holds to the Advisory Board will no
longer exist, she will not continue on the Board. Mrs. Wollerman will provide any
information needed to the Board from the Committee.
