OSHKOSH COMMITTEE ON AGING (COA) MINUTES
November 7,2017
PRESENT: Lurton Blassingame, Claude Benedict, Kathryn Glander, Judy Richey, Julie
Maslowski, Xandy Kloeckl, Deb Allison-Aasby
STAFF: Jean Wollerman, Senior Services Manager, Bobbie Luft, Office Assistant
EXCUSED: Peg Bellin, Julie Hert
Ms. Richey called the meeting to order at 8:00 a.m. Mrs. Hert will be at the December
meeting and then will no longer serve on the committee.
APPROVAL OF MINUTES:
October 3, 2017 minutes approved as written. Mr. Blassingame moved to accept the minutes
as written, Mrs. Maslowski seconded. Motion carried to accept the minutes as written.
NEW BUSINESS:
Committee Reports:
• Strengthening Our Partnership with Neighborhood Assoc. and Other Partners: Mrs.
Wollerman stated that she will report in December
• Improve Access to Affordable Transportation and Delivery Services for seniors: Ms.
Richey passed out some handouts; The Advocap Transportation Program, Northern
Winnebago Dial-A-Ride Program, East Central Wisconsin Regional Planning
Commission information regarding components of transportation planning and 2017
Go Plus Paratransit Programs Summary with various services. She stated that all calls
through LSS go through one person, Holly for Making the Ride Happen. Advocap
rides are when volunteer drivers are available. One would need to call during open
hours to schedule a ride for after hours and check for availability. She explained there
may be a grant to help cover outlying areas.
• Create Community Design & Policy that Supports an Age Friendly Community:
AARP will be doing a presentation today at fpm at the Oshkosh Seniors Center, South
building regarding the Livability Index.
• Improve Communication and Visibility of Available Services to seniors: Mrs. Glander
stated they have not been able to meet.
• Review Protocol for being televised; while there is no specific protocol, Mrs. Allison-
Aasby shared her thoughts, pointing out that the microphones are sensitive and
record everything, and the cameras are filming throughout. We need to be mindful of
what we say, choosing our words carefully. We are speaking to all ages, and
everything said is subject to interpretation. Avoid mumbling and side conversations
as well as twitching and nervous movements. Also, discussed was the cancellation
procedure. Ms. Luft will contact Media Services should a meeting be cancelled due to
lack of a quorum. If a member needs to cancel within 24 hours of the meeting, he/she
will contact Ms. Luft's cell, then Ms. Richey.
• In the interest of efficiency and safety, COA will follow the Oshkosh Area School
District policy, cancelling the meeting when schools are closed for inclement weather.

OTHER BUSINESS:
• Age Friendly Meeting with Sam Wilson from AARP at Seniors Center today at 1 pm.
He will explain how to put an address in to see where the community stands.
Shorewood WI ranks the highest for diversity, medical and walking.
• Bring to the next meeting Municipal Code revised and By-Laws.

Mrs. Allison-Aasby moved to adjourn, Mr. Blassingame seconded, motion carried to adjourn
at 8:31 am.
