ITEM VII: APPROVAL OF THE CITY CENTER CORRIDORS PLAN FOR 9m AVENUE AND
SOUTH PARK AVENUE

workshop. Invited connnittees to the workshop were Plan Cornrnission, Cointnon Council, Traffic Reviezv
Advisory Board, and Pedestrian and Bicycling Advisory Conunittee.
ACTION REQUESTED/BACKGROUND
Staff requests approval of the City Center Corridors Plan for 9f Avenue and South Park Avenue that
was prepared in consultation with Houseal Lavigne Associates. The purpose of the City Center
Corridors Plan is to guide planning and policy decisions for future improvements to 91h Avenue and
South Park Avenue and includes issues related to land use, multi-modal transportation, and urban
design.
The 9th Avenue and South Park Avenue corridors were identified as key concerns during the Imagine
Oshkosh planning process due to them being primary corridors guiding visitors,business, and
employees into the City Center, Recognizing this the City initiated a secondary planning process to
analyze and develop policies as well as recommendations for these corridors.
Staff is requesting the Plan Commission to review the Plan and make a determination that it is
consistent with the City's Comprehensive Plan and that it be adopted as an addendum to the
Comprehensive Plan.
ANALYSIS
The study area generally is contained between I-41 on the west and S. Main Street on the east. Each
corridor is unique and result in differing recommendations with respect to the types and intensities of
land use, traffic patterns, and right-of-way widths.
The 9th Avenue corridor is generally a"straight shot" between I-41 and S. Main Street and is
approximately 2.06 miles in length. The corridor is largely residential with interspersed commercial
nodes at major intersections. The South Park Avenue corridor runs into the center city from the west
at a north easterly route connecting with S. Main Street to 4 blocks south of 91h Avenue. The South
Park Avenue corridor's length is approximately 2.52 miles. The corridor is generally mixed-use with
interstate commercial on the west and center city urban commercial on the east with South Park
Avenue terminating at the Menominee Nation Arena. The South Park Avenue corridor also contains
a large park (South Park) and a quarry(Vulcan). Unlike the 911,Avenue corridor, the major interior
intersections are generally not commercial nodes. Both corridors contain opportunity redevelopment
sites.
The Plan is organized into the following sections for each corridor:
• Land Use &Development Framework
• Multi-Modal Transportation Framework
• Urban Design Framework

The Plan includes recommendations for each of the chapters and ends with an Implementation

Chapter.That chapter contains a Matrix with implementation items that includes priority level, public
cost estimate, ease of implementation, and lead responsibility, The Plan contains 54 implementation
items from which the consultant is also developing a Top 5 or 10 Implementation list.
Approval of the City Centers Corridors Plan will help guide staff in developing future improvements
along these corridors.
RECOMMENDATION
Staff recommends the Plan Commission recommend adoption of the Imagine Oshkosh Plan and that
is to be adopted as an addendum to the Comprehensive Plan,
