Oshkosh Corporation Update 46v Oshkosh TO: Honorable Mayor&Members of the Common Council Mark Rohloff, City Manager FROM: Allen Davis, Community Development Director DATE: April 19, 2018 RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements, Tax Increment Finance Plan, Timeline Public Improvements The Archeology team started the week of April 9th. There was no work the week of April 16th due to the snowstorm. The archeologist plans to be back on site the week of April 23rd and will first clear the footprint of the building, and then complete the excavation of the entire site by May 18, 2018. A weekly report was posted to the City Oshkosh Corporation Global Headquarters webpage. WisDNR has issued the necessary permit for the archeology work. Staff has been coordinating with WisDNR and Army Corps of Engineers on the project since last December, and met with WisDNR and Army Corps regarding City and Oshkosh Corporation permitting on March 15, 2018. WisDNR permitting concerns have been addressed and staff anticipates no issues. Army Corps issues arose regarding permits for stormwater outfalls to the river and wetlands in the right-of-way of future Koeller and Westfield extended. Staff has designed solutions that avoid an Army Corps permit. The permit application for the Oshkosh Corporation site and temporary construction access road has been submitted to the WisDNR. A final determination of wetlands will affect the planned road alignments which could require new CSMs for roadway dedication. A new road alignment could also affect the shape and size of the Outlot, city staff have delayed the final rezoning of the Outlot until the final shape and size are determined. Staff is still waiting on Army Corps determinations on their wetland jurisdiction and possible impact. Engineering staff continues to work on the design for the stormwater management facilities to serve Oshkosh Corporation and the new streets. The demolition completion will be dependent on the weather. Staff continues to work on grant applications related to the development. The WisDOT-TEA grant has been submitted and is under review by WisDOT staff. We are hoping to hear the grant application results in early May. The WisDNR grant for the riverwalk will be submitted May 1, 2018. The authorization for the WisDNR grant submittal was approved by the City Council on March 27,2018. The grant would help build the riverwalk from I-41/Tribal Heritage Trail to the Oshkosh Corporation site, and in addition, build new riverwalk all the way east to Punhoqua Street. The riverwalk grant would also add lights, bollards, and benches to match the existing riverwalk. WisDNR grant awards are usually announced in late summer or early fall. The design and permitting would be completed over the winter, and construction of the project would done in 2019. The City also recently submitted another grant - Transportation Assistance Program (TAP) for extending the riverwalk from Punhoqua east through Rainbow Park to WisDOT for the earliest construction in 2021. This project would help implement the Rainbow Park Plan and connect the riverwalk to Sawyer and Oshkosh Ave. Tax Increment Finance Plans The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23, 2018. The Joint Review Board approved both TIF Plans on January 30, 2018. Development Agreement and other Agreements Council approved the Development Agreement at their March 13, 2018 meeting. Staff has continued work on an Access Agreement to be used during the construction phase of the project and a Landscape Maintenance Agreement that would assign responsibility to Oshkosh Corporation for the City-owned land between the Oshkosh Corporation property and the proposed riverwalk. Timeline Oshkosh Corporation submitted their plans for their Specific Implementation Plan (SIP). The Plan Commission approved the SIP at their April 3,2018 meeting and the City Council approved the SIP at the April 10, 2018 meeting. Oshkosh Corporation has also submitted final construction plans for the site and the plans are under final review by City staff. The footings and foundations plan will be submitted the week on April 23rd for an "early start" permit in May. The Building Plans, HVAC and other building elements should be submitted in May, 2018. City staff continues to meet with Oshkosh Corporation representatives as needed, and at a minimum, at weekly progress meetings.
