Gohde, Assistant Director of Public Works 9 0" DATE: April 19, 2018 RE: Approve Installation of New Sidewalk: Gibson Court, south side, from Fond du Lac Road to 170' east of Fond du Lac Road West 9th Avenue, north side, from Greenfield Trail to Graceland Drive West 20th Avenue, south side, Montana Street to Iowa Street West 29th Avenue, Oregon Street to 500' west of Oregon Street Jackson Street, east side, Bacon Avenue to 450' north of Bacon Avenue Jacob Avenue from Fond du Lac Road to 100' west of Fond du Lac Road Old Orchard Lane from Fond du Lac Road to 50' east of Fond du Lac Road BACKGROUND Per State Statutes, the Common Council is required to pass a resolution which approves the locations desired for the installation of new public sidewalk. The past emphasis for those installations has been curb/gutter streets which are designated as arterials or collectors because of higher vehicular traffic volumes. ANALYSIS The 2018 program is proposed to install sidewalk and handicap ramps on the south side of Gibson Court from Fond du Lac Road to 170' east of Fond du Lac Road, the north side of West 9th Avenue from Greenfield Trail to Graceland Drive, the south side of West 201h Avenue from Montana Street to Iowa Street, West 29th Avenue from Oregon Street to 500' west of Oregon Street, the east side of Jackson Street from Bacon Avenue to 450' north of Bacon Avenue, Jacob Avenue from Fond du Lac Road to 100' west of Fond du Lac Road, and Old Orchard Lane from Fond du Lac Road to 50' east of Fond du Lac Road. These sections will complete the sidewalk installation in these blocks, improving pedestrian access. The sidewalk installation of West 20th Avenue and West 29th Avenue was requested by Oshkosh Corporation to improve access for their employees. A letter has been sent to abutting property owners explaining the project and notifying them Common Council action will occur on April 24, 2018. FISCAL IMPACT Funding is included in the 2018 Capital Improvement Program. Property owners are charged for 100% of the sidewalk construction expense abutting their land and the City pays for handicap ramp installations at intersections. RECOMMENDATIONS I recommend approval of the resolution. Approved: Mark A.
