HomeMy WebLinkAbout05. 18-208 APRIL 24, 2018 18-208 RESOLUTION (CARRIED 5-1P LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD SID TO POMASL FIRE EQUIPMENT FOR POWER ASSISTED AMBULANCE STRETCHERS/LOADERS FOR THE FIRE DEPARTMENT ($125,930.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase of power assisted ambulance stretchers/loaders for the Fire Department; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: POMASL FIRE EQUIPMENT PO Box 1918 Neva Rd Antigo, WI 54409 Total Bid: $125,930.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: April 16, 2018 RE: Award Bid to Pomasl Fire Equipment for Power Assisted Ambulance Stretchers/Loaders for the Fire Department ($125,930.00) BACKGROUND The 2018 CIP allocated $130,500.00 for three Stryker Power Load Cots and Loaders for Fire Department ambulances. These power assisted stretcher/loader units are an equipment upgrade that has become the national standard of care in the treatment of transport of patients cared by fire department paramedics. Efficiency standards in response have resulted in an increased number of calls in which ambulances are dispatched without a fire company to evaluate patients. This has saved wear and tear on fire trucks, but has increased the number calls our paramedics are responding to with just two personnel. This, coupled with the continued increase in weight of the patients transported, will provide a safer means for paramedics to lift and load patients into the ambulances. These cots and loaders allow paramedics to raise and load patients weighing up to 700 pounds with just the push of a button, instead of requiring sheer brute strength of the personnel on the call. A goal in implementing these cots is to decrease both acute and long term injuries suffered by fire fighters and paramedics while lifting patients. ANALYSIS Working with Fire Department staff, Purchasing prepared bid specifications for these units. Bids were due April 3, 2018. The bid tab is attached. Based on the bid review, it was the consensus of City staff that the low bid met the minimum bid requirements. FISCAL IMPACT The total fiscal impact for this purchase is $125,930.00. The 2018 CIP allocated a total of $130,500.000 for the purchase and installation of the Power Cots and Loaders. This purchase will be charged to A/N#: 0323-0230-7204-06813. RECOMMENDATION Purchasing recommends the Common Council award the Power Cots and Loaders bid to Pomasl Fire Equipment for $125,930.00. Respectfull Sub itted, Jon G.
