PURPOSE: RESOLUTION OF SUPPORT TO PROVIDE MATCHING FUNDS
FOR WISCONSIN DEPARTMENT OF TRANSPORTATION-
TRANSPORTATION ALTERNATIVE PROGRAM GRANT FOR
MULTIMODAL TRAIL DEVELOPMENT THROUGH RAINBOW
PARK
INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT
WHEREAS, the City of Oshkosh is interested in developing lands for public
outdoor recreation purposes; and
WHEREAS, it is the City's intent to connect with the Tribal Heritage Crossing
Trail to continue to improve pedestrian and bicycle access to the Wiouwash State Trail;
and
WHEREAS, if a grant is awarded, the City of Oshkosh will budget funds in the
2021 Capital Improvement Program as its 20% match for construction of the multimodal
route through Rainbow Park and to connect the Lakeshore Riverwalk and the City of
Oshkosh bicycle and pedestrian network.
NOW THEREFORE BE IT RESOLVED if said grant funds are awarded, the
Common Council of the City of Oshkosh will budget funds for the 20% local match in
the 2021 Capital Improvement Program for said purpose.
BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds
from the Department of Transportation and the proper officials are hereby authorized
and directed to execute any and all documents necessary for purposes of same, and to
carry out all actions necessary to implement the City's obligations under the terms of
the grant agreement.

RE: Support the Transportation Alternatives Program grant application through WisDOT for
Rainbow Park Trail Improvements
BACKGROUND
The City of Oshkosh is seeking support from WisDot to connect two significant multimodal trail
systems in our region that will greatly benefit a new large scale redevelopment along the Oshkosh
Avenue Corridor. The Tribal Heritage Crossing and the Wiouwash State Trail are vital segments of the
state trail network, multimodal routes in the city and to the city's Riverwalk trail system, but are unable
to be utilized efficiently. There is a gap in the multi -modal system in the Oshkosh Avenue Corridor that
discourages pedestrians from using the trails because of the lack of a designated route, this project is an
opportunity to connect the Tribal Heritage Trail and Lakeshore riverwalk to the City of Oshkosh
bicycle and pedestrian network through Rainbow Park.
With the pending construction of the Oshkosh Corporation Global Headquarters, the City of Oshkosh
would continue the construction of the riverwalk from Punhoqua Street to Oshkosh Avenue. This
project would be located within Rainbow Park. Transportation Alternatives Program resolution of
support are due to the WisDot April 20th. If a grant is awarded, construction could begin in the
spring/summer of 2021, depending on funding and weather conditions.
ANALYSIS
Staff has submitted an application for the Transportation Alternatives Program for assistance to
implement the approved Rainbow Park Master Plan. The Rainbow Park Master Plan recommends trail
development to connect with the Lakeshore Riverwalk improvements that the city is constructing in
conjunction with Oshkosh Corporation's Global Headquarters project. Pedestrians and bicyclists will
be provided safe and seamless access to multiple systems throughout the city.
The connection will begin on the north end of the corridor and will terminate at the northeast corner of
STH 21/Oshkosh Avenue & Rainbow Drive intersection traversing a length of .48 miles. It will contain
a new 14' wide asphalt trail traveling from Punhoqua Street south through Rainbow Park.

The engineer's preliminary estimate for the project cost is $253,100. The program includes federal share
for the participating construction cost at 80% or $202,480 and local share of the participating
construction cost at 20% or $50,600 for construction costs.
FISCAL IMPACT
The City's matching funds would come from 2021 Capital Improvement Program.
RECOMMENDATION
The City Council approves resolution of support for the grant application.
