Before the meeting, Alexa Naudziumas distributed a paper titled “The
1 Mile Bike Ride - Oshkosh North Communities Student - Elias
Davela.
Before the meeting, Bill Christianson handed out pictures of a crash
that he said occurred at the intersection of New York and Jackson
Street on 3/30/2018 at approximately 10:00 am.

Jim Collins told that just north of 9th Avenue on Westhaven Drive
there is only one travel lane and bike lanes begin, thus vehicles in the
right lane have to merge left causing conflicts. He explained
designating a right turn only lane on Westhaven Drive just south of 9th
Avenue would eliminate this conflict and allow traffic to flow more
smoothly.

Jim Collins said the Bike & Ped. Committee identified these two
routes as priorities for 2018. He told a public input meeting was held
March 22 and two residents spoke against losing parking. He
explained about 35 parking spaces would need to be removed on the
north side of Smith Ave. from Jackson Street to Main Street. He told
parking would also need to be removed on the west side of Main
Street from Murdock Avenue to Libbey Avenue.
Ardene Barry, of 307 Smith Avenue, said she had signatures from
everyone, except one, on her block. She said this one person told her
they did not care either way. She told she talked to parents of North
High students and was told the students either drive, car pool or take
the bus – the bike racks are empty and the car lots are full. She said
the removal of on street parking is an issue. She told she frequently
has out of town college kids and family stay at her home and parking
is already an issue without the loss of parking on one side. Ms. Barry
said she spoke with three adult bikers who told her they do not use
existing marked bike route lanes because they do not feel safe in
them because they are too close to traffic. She stated the bike lanes
are rarely used and then told that just today she drove on a stretch of
Main Street that had bike lanes and the cyclists were riding on the
sidewalk.
After some discussion Dan Sceiszinski suggested voting on the Smith
Avenue bike lanes/parking removal separate from Main Street and
since the Main Street bike lanes/parking removal had no objections
that was brought to a vote first.

After more discussion a compromise was reached regarding the
Smith Avenue bike lanes. It was decided to keep the bike lanes on
Smith Avenue from Vinland Street to Jackson Street and then mark
the pavement with sharrows from Jackson Street to Main Street.

Jim Collins said a speed study is planned to be conducted on Jackson
Street and then he will meet internally with WISDOT to collaborate
and explore options. There was much discussion and it was clarified
that Jim was to focus on the New York / Jackson intersection and not
the Jackson corridor.

Jim Collins said the 9th Avenue / South Park Avenue corridor public
meeting was held and the plans are on the counter and on the city
website if anyone is interested. He told this Board and Council
already approved the reconfiguration of 9th Avenue from Reichow to
Knapp which will be implemented this spring.
Jim Collins said Jim Stapel, former Parking Utility Commission
member, was appointed to this Board at the last Council meeting but
was unable to attend this afternoon.
Jim Collins encouraged Board members to use the new app called
Polco. He explained it is currently being used by the city to gather
input from its citizens. He also mentioned the See Click Fix App that
is now available to report things that need attention.
There was discussion about parking on side streets near the new
arena and it was decided the Board member would contact the arena
manager with his suggestions.
