Rohloff, City Manager DATE: April 6, 2018 RE: Professional Services Agreement with Matrix Consulting Group for Police Department Staffing Analysis ($49,600) BACKGROUND One of the City Manager's 2018 goals established by Council was to develop a public safety staffing plan that would assist them in addressing future needs. Towards that end, Purchasing and Police Department staff solicited an RFP from law enforcement staffing consultants to provide a staffing analysis for our Police Department. The RFP requested firms to identify their methodology and approach to a variety of police staffing issues and areas, including how they: • Determine the number of field patrol officers and supervisors currently required to enable a department to respond to emergency and non -emergency demands of citizens in a timely manner; • Conduct prevention and other proactive patrol tasks effectively, including neighborhood policing and problem solving; Conduct all other necessary patrol tasks effectively, including traffic control and special assignments; • Assess gross patrol staffing requirements for the immediate future; • Suggest a plan for deploying the required number of patrol officers and supervisors most cost effectively, by shift and patrol area in response to geographical incidence of crime and demands for non -crime services; • Specify appropriate levels of personnel needed to conduct current and future departmental operations; • Identify functions performed by a department that can be performed more effectively by alternative means and/or agencies; • Review organizational effectiveness of civilian classifications with the Department and a recommendation for determining appropriate staffing based on current and future service demands. ANALYSIS The RFP was sent to known firms that perform these services. The proposals were due March 13, 2018. Proposals were received from three firms: Berkshire Advisors, Inc., GovHR USA and Matrix Consulting Group. An evaluation committee of Police Department and Purchasing staff reviewed all proposals City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us against the stated criteria within the RFP. Based on this review, it was the consensus of the evaluation committee that the proposal from Matrix Consulting Group addressed all the RFP criteria and with their cost proposal of $49,600, provided the best solution and value to address the scope of work requested in the RFP. Matrix's client list includes over 300+ law enforcement agencies across the country including several Wisconsin agencies. In addition, follow up on Matrix's references indicated a very high level satisfaction, professionalism and completeness with projects being completed on time and on budget. FISCAL IMPACT This items was not funded in the 2018 Operation Budget, as this goal was established for the City Manager following the adoption of the annual budget. Staff has proposed the development of a Contingency Fund through Resolution 18-191/2017 Fund Balance Reservations, to fund this initiative requested by the Common Council. RECOMMENDATION Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including architectural services, may be procured without the use of competitive bidding or quotation process.
