NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that attached Amendment#6 to the 2018 Operating Budget Amendment for this purpose is hereby approved. 7ayor and Members of the Common Council FROM: Trena Larson, Finance Director DATE: April 3, 2018 RE: Amend 2018 Operation Budget(s) BACKGROUND On November 29, 2017 the Common Council adopted the 2018 Operation Budget. This Annual operation budget provides the necessary funding for a department's daily operational costs and provides the legal authority for the City to enter into contracts and obligate funds. ANALYSIS On January 23, 2018 the Common Council authorized the formation of committee to organize the Unity in Community celebration for the City of Oshkosh (Resolution 18-52). This committee has worked with several businesses to fund this celebration and multiple ethnic groups to promote the diversity within the City. The committee for the Unity in Community celebration have obtained pledges for donations of $12,500 with local business and organizations and it is necessary to include this amount within the budget to allow for expenditures to be made. The Fisk Almeda Fisk Gallup Trust Fund was established to provide assistance to citizens that meet established income guidelines to receive free health services. These services include, but are not limited to, such things as health assessments or screenings, limited diagnostic services, dental services, prescription and/or nonprescription medications, and corrective eyeglasses. This proposed budget amendment is seeking the authorization to spend the annual allocation of $16,295 from this fund for health services. Buckstaff Redevelopment site (TIF # 31) was developed to promote the site remediation and to support the capital infrastructure investment into Menominee Nation Arena. This Tax Incremental District (TID) incurs administrative costs including Department of Revenue fees, attorney and financial consultant fees. A portion of the tax increment collected for the district is allocated for these fees annually, however, since this district has not yet produced any increment it is necessary to amend the budget to allocate funding for the current costs in relation to this district. It is anticipated that approximately $25,000 of costs will be incurred and paid out of future TIF account increment from TIF# 31. Until sufficient increment is generated these expenditures will show a negative cash balance in TIF 31. However, there is sufficient cash in other TIF accounts to cover this liability. There is no impact to the City's operating budget. RECOMMENDATION Staff recommends that Council pass this resolution.
