PURPOSE: APPROVE PROFESSIONAL SERVICES PROPOSAL FROM
TELVUE CORPORATION FOR MASTER CONTROL VIDEO
SYSTEM FOR OSHKOSH MEDIA ($55,923.20)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the 2018 CIP budget item included updates to the master control
video system for Oshkosh Media, and
WHEREAS, the Purchasing Division reviewed the master control video system
project and concluded the specialized design and implementation nature of this project
qualifies as professional services under Section 12-16 of our Municipal Code which allows
for the waiving of formal competitive bidding.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized to enter into and take those
steps necessary to implement an appropriate professional services agreement with
Te1Vue Corporation. for a Master Control Video System for Oshkosh Media in the
amount of fifty-five thousand nine hundred twenty-three dollars and 20/100 ($55,923.20).

Video System for Oshkosh Media ($55,923.20)
BACKGROUND
The Council approved a $60,000 2018 CIP budget item to allow Oshkosh Media to update its master
control video system. The master control system acts as the "brain' of all Oshkosh Media
programming output (both live and on demand) via our cable channels, our website and YouTube.
Most of the current master control equipment and components are more than a decade old, making
them virtually obsolete by today's technology standards. The current video playback system is still
operating on standard definition (SD) protocols, limiting Oshkosh Media's cablecast and live web
streaming quality to SD. In addition, much of the current master control AN components are
operating beyond their normal expected service life with many experiencing ongoing maintenance
issues including DVD players, video tape decks and the server used for programming and playback on
both Gov TV and Life TV. Nearly 50 DVD players, tape cassette decks and other outdated equipment
will be replaced by a single server responsible for recording and playback of municipal and community
content to both cable TV and live web stream. This update will ensure that Oshkosh Media continues to
grow in the digital sphere and that we are prepared to evolve to how the public accesses programming
content. The updating of Oshkosh Media's master control system is another step in the evolution of the
organization from standard definition (SD) format analog systems to a fully -digital high definition
(HD) format infrastructure which began with our HD equipment upgrades in the Common Council
chambers and Room 404 in City Hall in 2016, followed by similar equipment upgrades at the
Winnebago County and Oshkosh Area School District board rooms in 2017. Purchasing reviewed the
master control video system project and concluded the specialized design and implementation nature
of this project qualifies as professional services under Section 12-16 of our Municipal Code which
allows for the waiving of formal competitive bidding.
ANALYSIS
Oshkosh Media and Purchasing developed a request for proposal (RFP) document soliciting firms for
this master control video system update. The RFP was sent out on February 9, 2018 to A/V firms that
have participated in similar video system solicitations in the past. The RFP was also posted on Onvia
DemandStar. The Master Control Video System RFP identified criteria to secure a firm with extensive

AN experience and expertise for the design, configuration and installation to update Oshkosh Media's
master control system and components. Proposals were due on March 13, 2018. While several firms
expressed interest and/or conducted site visits, only one firm (Te1Vue Corporation) submitted a
proposal. Te1Vue's proposal addressed all of the requirements in the RFP. Oshkosh Media and
Purchasing staff engaged in follow up communications with Te1Vue to gain additional information
about their various solutions and systems, including the benefits and costs of technical features,
options, capabilities and equipment. Te1Vue's proposal demonstrated a strong plan that providing a
step-by-step narrative of all elements of their proposed solution including the HD digital
infrastructure, a user-friendly control interface and proposed upgrades to the quality of the
programming for both cablecast and live web stream, training and service maintenance programs.
Te1Vue's proposal also included a five-year warranty and service plan including 24/7 support and
software upgrades. In addition, Televue's proposal includes five years of cloud service for transcoding
and web streaming of our program content. In consideration of all these factors, their competitive cost
proposal and their strong references throughout the country, staff recommends Te1Vue's proposal for
this project.
FISCAL IMPACT
The total fiscal impact of this purchase is $55,923.20. The Common Council allocated $60,000 in the
2018 CIP for this project. This purchase will be charged to A/N#: 0323-1010-7204-06806. The balance of
funds allocated for this project will be used to purchase television monitors, supplies and other
components necessary to complete the master control video system.
RECOMMENDATION
Section 12-16 of the Municipal Code provides that subject to the approval of the City Manager,
professional services of a specialized nature may be procured without following a competitive bidding
or quotation process. In accordance with Section 12-16, Purchasing recommends that the Common
Council award this project to Te1Vue Corporation, 16000 Horizon Way, Suite 100, Mt. Laurel, NJ, 08054
