PURPOSE: AWARD SID FOR PUBLIC WORKS CONTRACT NO. 18-15 TO
HIGHWAY LANDSCAPING, INC. FOR FIELD OPERATIONS
BIOFILTER LANDSCAPING ($54,550.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for field
operations biofilter landscaping in the City of Oshkosh; and
WHEREAS,upon the opening and tabulation of bids, the following is the only bid:
HIGHWAY LANDSCAPING, INC.
1900 Boehm Drive
Little Chute, WI 54140
Total Bid: $54,550.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

for Field Operations Biofilter Landscaping
Highway Landscaping, Inc. ($54,550)
BACKGROUND
The major site construction activities at the Field Operations Facility are complete. Staff performed some
landscaping activities on site, while contractors were necessary for some of the more indepth work,
including the biofilter plantings. In 2017, a contractor completed the initial landscaping efforts on site,
which included all work except the biofilter by the staff parking lot. The landscaping of this last biofilter
is all that remains of the necessary landscaping installation, in compliance with the Zoning Code.
ANALYSIS
Engineering staff reviewed one (1) bid. The low bid was received from Highway Landscapers, Inc. of Little
Chute, Wisconsin. The total bid is $54,550.
FISCAL IMPACT
Funding for the project is in the 2018 Capital Improvement Program (CIP). Following is a summary of the
available funds and the construction costs.
