Urben, General Services Manager DATE: April 2, 2018 RE: Award Bid to Packer City International for Tandem Axle Dual Steer Truck Chassis ($67,296.00), Monroe Truck Equipment for Tandem Equipment Package ($114,212.00) and Stepp Equipment Company for Mobile Leaf Blower ($53,486.00) for Street Division BACKGROUND The 2018 CIP allocated a total of $285,000.00 for a tandem axle dual steer truck chassis installed with tandem equipment and a mobile leaf blower for the Street Division. This unit will replace a 2006 International tandem axle plow truck with wing and tailgate spreader paired with a leaf blower. The current unit's hydraulic tank and manifold box are rusting and the tailgate and battery box are cracking. The current unit is no longer cost effective to maintain and is inefficient for Street Division operations. ANALYSIS Working with Street Division staff, Purchasing prepared bid specifications for these units. Bids were due March 20, 2018. The bid tab is attached. Based on the bid review, it was the consensus of City staff that the low bid with trade for the truck chassis met the minimum bid requirements. The bid review also concluded the sole bids received for the tandem equipment package (including the air bag steer axle, leaf blower joystick, wing, spreader light and pre -wet tube) and the mobile leaf blower were competitive and also met the minimum bid specifications. FISCAL IMPACT The total fiscal impact for this unit with trade-in is $234,994.00. The 2018 CIP allocated a total of $285,000.000 for this unit ($220,000.00 for the truck chassis/equipment and $65,000 for the mobile leaf blower unit). The truck chassis and tandem equipment package will be charged to A/N#: 0323-0430- 7210-06814 and the leaf blower will be charged to A/N#: 0323-0430-7204-06815. RECOMMENDATION Purchasing recommends the Common Council award the tandem axle dual steer truck chassis bid to Packer City International for $67,296.00, the tandem equipment package to Monroe Truck Equipment for $114,212.00 and the mobile leaf blower to Stepp Equipment Company for $53,486.00.
