Rohloff, City Manager DATE: April 6, 2018 RE: Facilities Maintenance Matrix BACKGROUND In response to the Council's goal for a comprehensive look at city owned facilities for the long term, our General Services staff collected facility assessment data within the last 15 years from our departments. This data was compiled into the attached matrix covering each building's various assessments including: • HVAC (heating, ventilation and air conditioning) systems and equipment; • Roofing; • Emergency Generators; • Elevators; • Space Needs Assessment or Master Plans; • Additional notes, reports, recent updates and/or anticipated future improvements ANALYSIS Based on our analysis of this data we feel departments have a fairly good handle on their various building maintenance and assessments. HVAC/roofing assessments are reviewed and coordinated by General Services. Utility buildings coordinate their own HVAC/roofing assessments. Emergency generator and elevator assessments are only applicable to certain buildings and assessments/maintenance is coordinated along departmental lines. Master plans have been conducted by the Parks Department for Menominee Park, South Park, Rainbow Park and the Zoo. Space needs assessments have been conducted for the Field Operations Facility, the Museum, Parks buildings, the Seniors Center, Transit buildings and various utility buildings. Our analysis has concluded that the missing component to this comprehensive review of our city buildings is the need to conduct up to date space needs assessments for City Hall, the Safety Building (and associated PD usage of the 3rd Avenue and Sawyer Storage Facility areas) and the Fire Department. In determination of a sequencing recommendation for prioritizing these space needs assessments we factored in the following considerations: Winnebago County will be ending their lease of approximately 8,000 sq. ft. of space from the Safety Building in 2018. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosti.wi.us • Space needs assessments should factor in current and projected department programming needs; identify existing facilities deficiencies and develop potential facilities capital investment options. • The Police Department has solicited an RFP for a staffing analysis. Should funding be allocated for this staffing analysis, we would recommend holding off on any space needs assessment for the Safety Building as the results of this analysis may have bearing on the Safety Building needs assessment. • The Fire Department will be hiring a new fire chief yet this year. By early 2019 we would expect the new chief will have had time to become better acclimated with departmental operations. At that point (and to mirror the recommended approach for the Police Department), we would recommend soliciting an RFP for a staffing analysis for the Fire Department, followed by a space needs assessment. FISCAL IMPACT Space needs assessments of similar scope/comparable municipal facilities in the state have been costing approximately $30,000-$50,000 per building. We would expect similar costs for space needs assessments for City Hall, Police and Fire. A staffing analysis for Police or Fire is expected to cost approximately $50,000 each. With the exception of $30,000 allocated in the 2018 CIP for a Safety Building Space Needs Assessment there are no funds for these projects. RECOMMENDATION In reviewing all these considerations it is our recommendation the priority and timeframes for conducting these space needs assessments and staffing analysis' be as follows, contingent upon further funding approval: 1. Space Needs Assessment for City Hall (estimated cost $30,000-$50,000). Staff recommends using the $30,000 allocated in the 2018 CIP for the Safety Building Space Needs Assessment towards this project, complete in 2018. 2. Police Staffing Analysis ($49,600, contingent upon funding, complete in 2018). 3. Space Needs Assessment for Police/Safety Building (concurrent with end of Police Staffing Analysis, estimated cost $30,000450,000, contingent upon funding, complete in 2019). 4. Fire Staffing Analysis (estimated cost $50,000, contingent upon funding, complete in 2019). 5. Space Needs Assessment for Fire (following hiring of new Fire Chief and concurrent with end of Fire Staffing Analysis, estimated cost $30,000-$50,000, contingent upon funding, complete in 2019).
