HomeMy WebLinkAboutRDA ED Report 2018.04 TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: April 5, 2018 SUBJECT: April 12, 2018 RDA Meeting— Executive Director's Report Update on Oshkosh Arena property: The City was recently informed that the WisDNR Madison office is requiring additional testing, above the testing required by the local WisDNR representative. As indicated earlier, WisDNR review and approval could take a year before the RDA can transfer the title to the property to Fox Valley Pro Basketball. Update on Healthy Neighborhood Initiative: Staff continues to search for additional rehabilitation or demolition projects east of Main Street and south of Packer. Update in South Shore Redevelopment Area: Miles Kimball Building—The new owners, Oracular and Will Steiner, plan to revise the site and building plans since they are looking at a commercial/office building rather than commercial/residential rehabilitation project. They report they would like to start construction as soon as possible. They have been meeting with planning and building staff to refine their plans. Morgan District—The riverwalk contractor has made good progress on shoreline stabilization, rip rap, and underground preparation. The contractor has continued work on the boardwalk section over a wetland near the lagoon. The boardwalk section is complete. Staff is looking for a new location to store the second 1899 Railroad Bridge portal currently stored at the Boatworks site. The second portal is planned to be erected near the Pioneer Drive railroad crossing. City staff continues to work with Morgan Partners on redevelopment of the site. The Plan Commission recently held a workshop to review the multi-family alternatives being explored by the development group. Pioneer Area—Mr. Art Dumke continues to work with City staff to explore multiple development options and funding scenarios. South Main Street parcels —Staff proposed possible remediation funding in the 2018- 2022 Capital Improvement Program. The adopted CIP includes $412,000 for the land east of Main Street, and $412,000 for the land west of Main Street from TID #20 funds. Update on Marion & Pearl Redevelopment Area: Jackson/Marion Parcel: Mr. Andy Dumke continues to develop more specific building and site plans. He is also working on tenant occupancy and a financing plan. His option expires on September 20, 2018. Lamico site: Annex is continuing with construction on the site. They still anticipate opening the summer, 2018. Water Tower: The old water tower should come down later this year. The contractor will be using the vacant site to the east for the dismantling of the tower.
