GENERAL INFORMATION

Action Requested:
The petitioner is requesting access control variances to permit the following:
1. Increased entrance width to 51 feet at right-of-way line where municipal code allows a
maximum of 30 feet.
2. Increased curb cut width to 46 feet at back of curb where code allows a maximum of 40
feet.
Applicable Ordinance Provisions:
The Access Control Ordinance, Section 25-104.1(I) of the Municipal Code.
Property Location and Background Information:
The subject area consists of one parcel, approximately 30.28 acres in size, located on the former
Lake Shore Municipal Golf Course. The subject area currently contains the former golf course,
including the former club house. Prior land use on the subject site was the former Lake Shore
Municipal Golf Course. The surrounding area consists of park land. The 10 and 20 Year
Comprehensive Land Use Plans both recommend commercial uses for the subject area.

ANALYSIS
The proposed development will have one driveway access from N. Koeller Street extended with
an entrance width of 51' and 46' wide curb cut. Access control variances are required as the
maximum permitted entrance width is 30' and maximum curb cut is 40'. Staff is supportive of
this request as the increased entrance width is necessary to provide for a three-lane entrance/exit.
This entrance configuration is needed for sufficient access to the site for employees as well as
visitors. The increased curb cut width is needed to accommodate the increased entrance width.
The proposed 190,000 sq. ft.building will be home to approximately 650 employees. To
accommodate that number of daily employees and visitors to the site the applicant is proposing a
one lane entrance and two lane exit. The two exit lanes would be made up of right turn and left
turn only lanes.
The Department of Public Works has reviewed the proposed drive dimensions and had no
objections to the proposal.
RECOMMENDATION/CONDITIONS
Staff recommends approval of access control variances to permit the following:
1. Increased entrance width to 51 feet at right-of-way line where municipal code allows a
maximum of 30 feet
2. Increased curb cut width to 46 feet at back of curb where code allows a maximum of 40
feet
