MARCH 13, 2018 MARCH 27, 2018 18-117 18-173 ORDINANCE FIRST READING SECOND READING (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE OFFICIAL MAPPING FOR THE EXTENSION OF NORTH WESTFIELD STREET NORTH OF OSHKOSH AVENUE INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT PLAN COMMISSION RECOMMENDATION: Approved A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 30- 440 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO THE OFFICIAL MAP. WHEREAS, a public hearing, after due and proper notice, was duly held before the Common Council of the City of Oshkosh concerning the adoption of this amendment to the Official Map of the City of Oshkosh, and the Plan Commission having duly recommended the adoption of this Ordinance. NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 30-440 of the Oshkosh Municipal Code pertaining to the Official Map of the City of Oshkosh and its extraterritorial jurisdiction shown, is hereby amended by deleting therefrom the present map sheet, and the substituting therefore an amended map sheet, thereby making revisions to the official map as described in the attached. SECTION 2. Immediately upon these amendments to the Official Map becoming effective, the City Clerk shall file a certificate with the Register of Deeds for Winnebago County showing that the City has amended its official map; and shall remove from the Official Map the obsolete map sheet and shall replace it with a copy of the map sheet attached hereto; the obsolete map sheet shall be retained by the City Clerk in a hard- bound folder and each sheet thereof marked to the effect that it was rescinded by action of the Common Council this date; the new sheet added to the Official Map shall be marked to the effect that the amended sheet was adopted by action of the Common Council of this date. Please take notice that the City of Oshkosh enacted Ordinance #18-173 APPROVE OFFICIAL MAPPING FOR THE EXTENSION OF NORTH WESTFIELD STREET NORTH OF OSHKOSH AVENUE on March 27,2018. This ordinance officially maps the extension of N. Westfield Street north of Oshkosh Avenue. Westfield Street (PC recommends approval) BACKGROUND The subject site consists of part of two parcels located on the north side of Oshkosh Avenue (State Highway 21) northwest of the ending of N. Westfield Street. The site is south of and adjacent to the Lakeshore Municipal Golf Course property, more specifically, south of Outlot 1 of Certified Survey Map Number 7312. The outlot was created to be dedicated as part of the 80 - foot right-of-way extensions of North Westfield Street from the south and an unnamed street from the southwest. The surrounding area consists of mostly low density mixed uses including older single family and commercial uses along Oshkosh Avenue. 100+ acre Lakeshore Municipal Golf Course is located to the north, with 32.8 acres of the golf course property proposed to be sold to Oshkosh Corporation for development of their Global Headquarters. ANALYSIS Official mapping is the process by which a municipality can designate or reserve areas for specific public uses for future acquisition and development. Once officially mapped, those areas are essentially treated as right-of-way from a setback perspective and no building permit may be issued for new construction or expansion that does not conform to the location of the official map, unless otherwise authorized by the local legislative body. In Wisconsin, municipalities may use official mapping to establish. an official street network and future streets, historic districts, parks and playgrounds, railroad right-of-way, public transit facilities, and waterways. The City requests approval to officially map an extension of N. Westfield Street from Oshkosh Avenue north to the Golf Course property, in line with the east and west lines of Outlot 1 of Certified Survey Map 7312. The proposed mapping area is 80 feet wide by approximately 406 feet deep, and 0.746 acres in area. The centerline of the proposed mapping more or less follows City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us the common lot line of the two affected properties as well as the existing N. Westfield Street south of Oshkosh Avenue. The purpose of the official mapping is to reserve the land for street dedication and eventual construction of a 48 -foot wide concrete street. The street will provide access to the proposed Oshkosh Corporation property as well as the lands to the east and west of the street. The N. Westfield extension will also connect to an unnamed street to the west, eventually connecting to N. Koeller Street then Oshkosh Avenue, completing a "loop". It is anticipated that the officially mapped area will be formally dedicated as street right-of-way by the end of the first half of 2018 via Certified Survey Map. Construction of the street including underground utilities is expected to occur during the summer of 2018. The Comprehensive Plan recommends the subject site be suitable for commercial development. Staff is in the opinion that the proposed mapping action and eventual construction of N. Westfield Street is consistent with the Plan's recommendation. The street will provide utility and vehicle access to this area as it undergoes new development and redevelopment of underutilized sites. FISCAL IMPACT Officially mapping the street, while eventually removing the mapped street from the assessed property tax rolls, helps to ensure parcels will develop in the immediate area and will significantly increase the overall property values in the area to help fund the future street improvements. RECOMMENDATION The Plan Commission recommended approval of the official mapping at its February 20, 2018 meeting. The following is the Plan Commission's discussion on this item. Mr. Burich presented the item and reviewed the site and surrounding area and discussed the need for officially mapping the extension of N. Westfield Street. He explained officially mapping this area reserves the land for street dedication and eventual construction of the street. The street will provide access to the proposed Oshkosh Corporation property as well as lands to the east and west of the street. Mr. Borsuk inquired if the extension would be a four lane road. Mr. Gohde stated the Traffic Impact Analysis proposes a single lane going into the extension and two lanes going out, for cars to turn left right or straight. Motion by Ford to approve official mapping for an extension of N. Westfield Street. Seconded by Borsuk. Motion carried 6-0. Item— Official Mapping—N.
