HomeMy WebLinkAbout11. 18-153 MARCH 27, 2018 18-153 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO CONTRACT NO. 15-26 SAMPLING AND ANALYSIS OF INDUSTRIAL WASTEWATER SERVICES AGREEMENT WITH BADGER LABORATORIES AND ENGINEERING ($5,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS,the City and Badger Laboratories and Engineering previously entered into a professional services agreement in which Badger Laboratories and Engineering would provide the City with services related to the sampling and analysis of industrial wastewater services which agreement will expire at the end of March 2018; and WHEREAS, the parties have agreed to extend the current agreement through the end of the calendar year at the same rates. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code to enter into an amended agreement with Badger Laboratories and Engineering to extend the current agreement through December 31, 2018. BE IT FURTHER RESOLVED that said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated from: Acct. No. 0551-1955-6401-00000 Sewer Utility— Contractual Services City o� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Stephan Brand, Public Works Utility Manager �ee J-tlT DATE: March 22, 2018 RE: Approve Amendment to Contract 15-26 Industrial Wastewater Sampling and Analysis Services with Badger Laboratories and Engineering (Badger Labs) ($5,000) BACKGROUND Badger Labs was awarded Contract No. 15-26 to provide industrial wastewater discharge sampling and analysis in March 2015. The Wisconsin Department of Natural Resources requires that discharges from industry to the public sanitary sewers be monitored to prevent the discharge of wastes that can interfere with treatment processes at the City's Wastewater Treatment Plant. The costs of the program are billed to the local industries for the required sampling and testing. ANALYSIS The original agreement was scheduled to end in March 2018. The City has requested an extension to this agreement through the end of calendar year 2018. The City requested this extension through the end of calendar year 2018 in an effort to align our contractual services agreements with our fiscal year. Badger Labs has stated they can continue to provide these services at the 2017 rates. Due to the fact that the original three- year agreement came in under budget, only $5,000 will need to be added to the original budget to cover these additional months of services. FISCAL IMPACT Funds are available in the Pre -Treatment Program section of the 2018 Wastewater Utility Operating Budget. RECOMMENDATION I recommend approval of the extension of Contract 15-26 through the end of calendar year 2018. Approved, Mark A. Industrial Wastewater Sampling and Analysis Contract Extension: April 2018 - December 2018 Dear Steve: This letter is to confirm the email conversation regarding the extension of the Industrial Wastewater Monitoring contract referenced above. Badger Labs would agree to an extension through the end of 2018 and would maintain all pricing from our current contract (see enclosed 2017-2018 price sheet). Also, we hope to speak with you later in 2018 about a future arrangement. I am enclosing a price sheet that will confirm the unit prices in effect for the 4/1/18-12/31/18 term.
