HomeMy WebLinkAbout07. 18-149 MARCH 27, 2018 18-149 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASES OF TRAFFIC SIGNAL EQUIPMENT TO TAPCO AND LIGHTING POLES AND FIXTURES TO ENTERPRISE LIGHTING LTD FOR THE COURT STREET/OTTER AVENUE/WASHINGTON AVENUE RECONSTRUCTION PROJECT NO. 18-04 ($109,275.95) INITIATED BY: PURCHASING WHEREAS, the City will reconstruct Court Street, Otter Street and Washington Avenue during the 2018 construction season; and WHEREAS, the Purchasing Department secured proposals from the City's standardized suppliers for the City's traffic signal equipment, lighting poles and fixtures for the necessary equipment for this project to ensure compliance with the City's traffic signal and lighting standards; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase traffic signals, lighting poles and fixtures for the Oregon Street Reconstruction Project from: TAPCO 5100 West Brown Deer Road Brown Deer, WI 53223 Total: $30,377.20 and ENTERPRISE LIGHTING LTD. 2007 Pewaukee Road Waukesha, WI 53188 Total: $78,898.75 MARCH 27, 2018 18-149 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into appropriate agreements for the purpose of same. Urben, General Services Manager DATE: March 19, 2018 RE: Approve Purchases of Traffic Signal Equipment to TAPCO and Lighting Poles and Fixtures to Enterprise Lighting LTD for the Court/Otter/Washington Street Reconstruction Project 18-04 ($109,275.95) BACKGROUND The Common Council allocated funds in 2018 CIP for the Court/Otter/Washington Street Reconstruction Project which includes paving, sidewalks, driveways and utilities. As part of this project the City's Electric Division is to purchase and supply the traffic signal equipment and lighting poles and fixtures to ensure compliance with the City's traffic signal and lighting standards. Installation of the equipment will be coordinated by the electrical subcontractor for the project. ANALYSIS Electric Division staff secured a proposal for the required equipment for this project from TAPCO, the standardized supplier for the City's traffic signal equipment and Enterprise Lighting LTD, the standardized supplier for the City's lighting poles and fixtures. FISCAL IMPACT The cost for the traffic signal equipment from TAPCO for this project is $30,377.20, and the cost for the lighting poles and fixtures from Enterprise Lighting LTD is $78,898.75. The total fiscal impact for both purchases is $109,275.95. Of this total fiscal impact cost $104,968.73 is being charged to A/N#: 0321-0410- 6809-04804 and the balance ($4,307.22) is being charged to A/N#: 0323-1717-7216-06801. This purchase is included within the total estimated cost for all Traffic Improvements CIP related items for this project. The 2018 CIP allocated $430,000 for this project. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve the traffic signal equipment purchase from TAPCO, 5100 West Brown Deer Road, Brown Deer, WI 53223, in the amount of $30,377.20 and the lighting poles and City Hall, 215 Church Avenue P.O. Box 1 130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us fixtures purchase from Enterprise Lighting LTD, 2007 Pewaukee Road, Waukesha, WI 53188 in the amount of $78,898.75.
