HomeMy WebLinkAbout05. 18-147 MARCH 27, 2018 18-147 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES STEWARDSHIP GRANT LAKESHORE RIVERWALK INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, the City of Oshkosh is interested in developing lands for public outdoor recreation purposes; and WHEREAS, it is the City's intent to connect with the Tribal Heritage Crossing Trail to continue to improve pedestrian and bicycle access to the Wiouwash StateTrail; and WHEREAS, if a grant is awarded, the City of Oshkosh has set aside funds in the 2018 Capital Improvement Program as its match to complete this riverwalk section. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit an application to the Wisconsin Department of Natural Resources for riverwalk improvements along Lake Butte Des Morts. BE IT FURTHER RESOLVED that the City will comply with state or federal rules for the programs; may perform force account work; will maintain the completed project in an attractive, inviting and safe manner; will keep facilities open to the general public during reasonable hours consistent with the type of facility, and will obtain approval in writing from the Wisconsin Department of Natural Resources before any change is made in the use of the project site (if applicable). MARCH 27, 2018 18-147 RESOLUTION CONTD BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes H. Allen Davis III, Community Development Director, to act on behalf of the City to: 1) Submit an application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available. 2) Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. 3) Submit signed documents. 4) Take necessary action to undertake, direct and complete the approved project. BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City's obligations under the terms of the grant agreement. �t city 01 Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: March 22, 2018 RE: Authorize Submittal of Department of Natural Resources Stewardship Grant for Lakeshore Riverwalk Improvements BACKGROUND With the pending construction of the Oshkosh Corporation Global Headquarters on a portion of the former Lakeshore Golf Course, the City of Oshkosh is continuing the construction of the riverwalk along the shoreline of Lake Buttes des Morts. Stewardship Grant applications are due to the Wisconsin DNR by May 15t. If a grant is awarded, construction could begin in the spring/summer of 2019, depending on grant funding and weather conditions. ANALYSIS Staff is developing a concept for this Lakeshore Riverwalk section to consist of a 10 ft. wide asphalt pedestrian trail, overhead lights, bollards, a couple of viewing areas, benches, and other usual riverwalk amenities that are consistent with the other riverwalk sections already completed. The Lakeshore Riverwalk section will start at Punhoqua Street and extend westerly to connect with the Tribal Heritage Parkway causeway via a pedestrian bridge over the drainage ditch. The proposal to Oshkosh Corporation only constructed trail from the parking lot to the Tribal Heritage Trail. Staff has been in contact with the Winnebago County Parks Department and Wisconsin Department of Transportation regarding letters of support and connecting to the Parkway trail. The engineer's preliminary estimate for the project cost is $1.5 million. The grant application is written for the normal up to 50% grant of $750,000. Oshkosh Corporation's generous donation of $600,000 to assist with construction of the riverwalk, and 2018 Capital Improvement Program funds, which includes land sale proceeds of $350,000, will provide the City's required matching funds. Staff hopes to only need $150,000 of the land sale proceeds funds. Up to $350,000 of land sales proceeds was planned for Riverwalk construction. In effect, the City could get about twice as much Riverwalk constructed for a smaller City cost. City Hall, 215 Church Avenue P.O. RECOMMENDATION The City Council approves submitting the grant application.
