Works Daniel Becker, Chairman Steve Haas, Vice-Chairman Topic Facilitator Discussion Actions Call to order Meeting Minutes Daniel Becker Daniel Becker called the meeting to order at 4:00 pm. The minutes from the 2/13/2018 TRAB meeting were accepted. Carried: 5 - 0 Agenda Items Parking Utility Commission will combine with the Traffic Review Advisory Board Jim Collins Jim Collins told the Council voted to combine the Parking Utility Commission (PUC) with the Traffic Review Advisory Board (TRAB) and be renamed the Traffic & Parking Advisory Board. He said that in 2015 the Walker Parking Consultants concluded there was a sufficient amount of public downtown parking and in 2016 Walker recommended parking management strategies to implement such as on street paid parking. He said BID members supported the recommendations. He told some BID members later contacted Council members and raised concerns so recommendations were tabled other than updated signage. He said the updated parking lot signs were installed in 2017. Committee Name: Traffic Review Advisory Board Date: 3/13/18 Location: City Hall 2 Topic Facilitator Discussion Actions Parking Utility Commission will combine with the Traffic Review Advisory Board continued Jim Collins Dan Becker Jim Collins said the BID was created when downtown businesses banded together to remove parking meters and offer free parking, but over the years they evolved into more of a marketing entity. He told in recent years the BID contributed about $15,000 annually to the PUC. Jim explained that since 2011 parking lot improvements have been funded out of the city’s capital improvement budget, because the utility has no way to pay back debt – they still owe back debt from parking lot improvements made before 2011. Dan Becker inquired about the amount still owed. Jim replied approximately $150,000.00. Dan asked if it would be within the prevue of this Board to press for the BID to pay back the debts. Dan said he would like this brought back before this Board to attempt to recoup some of these funds. Staff Statements 2018 Proposed Bike Lanes Jim Collins Jim told the Bike & Pedestrian Advisory Committee has identified Smith Avenue, from Vinland Street to Main Street and Main Street, from Murdock Avenue to Snell Road as priorities for 2018. He said they will hold a public meeting on March 22, 2018 and then bring these proposed bike routes back to the TRAB in April for formal recommendations. There was discussion about before and after school congestion, with vehicles parking too far from the curb, parked buses in front of the school, and the railroad tracks. It was pointed out that with these proposed routes bikers will be able to bike to Winne bago County Park. Dan Becker requested a good overhead view of Smith Avenue at Jackson Street when this item is brought back before this Board. Future Agenda Items Dan Sceiszinski Ross Wandschneider Dan Sceiszinski said it is especially difficult to make a left turn out of the Beckett’s parking lot with the way Jackson, Division and Marion intersect. Ross Wandschneider would like further discussion about the accident study as it relates to Jackson Street.
