Proposal to Provide Engineering Services Related to the Proposed Utility Crossing Canadian National
Railroad Right -of -Way - Permit Application Associated with the Proposed Storm Sewer Crossing on 14th
Avenue located in Oshkosh, Wisconsin
Dear Mr. Rabe:
AECOM Technical Services, Inc. (AECOM) is pleased to present this proposal to the City of Oshkosh
(City) to provide engineering services related to the Canadian National Railroad (CN) utility crossing
permit application in Oshkosh, Wisconsin.
Project Understanding
The City is proposing to install a 96 -inch casing pipe with an 84 -inch storm water carrier pipe in it across
the CN railroad right-of-way on 14th Avenue. AECOM has been assisting the City with this permit
application by providing supporting documents and technical guidance under the 2017 General Structural
Services Contact. The specific scope of work provided is summarized in Project Authorizations, PA -6, 6R
and 7. The 2017 General Services Agreement budgets and associated scope of work has been
completed and continued engineering services have been requested by the City in 2018.
Scope of Services
AECOM will provide Engineering services as requested by City staff. In general the services anticipated
to be requested will include:
• Assist the City in negotiating the utility crossing utilizing the 96 -inch I.D casing pipe.
• Selected AECOM staff will attend 6 telephone conferences with the City and CN representatives.
• Prepare a utility crossing submittal utilizing the 96 -inch casing pipe with supporting documents to
reduce the potential pipe deflection.
• Provide structural analysis of various options for casing and carrier pipe reinforcement in an effort to
reduce deflection under train engine and car loads.
• Review the storm water model to determine the effect of the temporary pipe connection that has been
constructed.
• Provide additional review of the alternate casing pipe installation methods as proposed by CN.
• Provide revised permit applications supporting documents based on CN additional information
requests. Applications were revised on December 6 and 21, 2017, and January 22, 2018.
• Provide a material coating recommendation to protect the inside of the 84 -inch steel casing carrier
pipe.
• Attend a preconstruction meeting to review all CN permit requirements.

Review structural design of junction chamber 14-5, as this structure will be constructed several feet
deeper than originally designed. We understand that structure 14-6 will be precast.
Review contractor submittals for structures 14-5 and 14-6.
Provide engineering assistance during the casing pipe installation in regards to site dewatering, pipe
ramming obstruction issues, rail settlement and CN permit requirements.
Assumptions
1. The City will provide all pertinent information required to complete the documents.
2. The City will submit the documents to CN and directly pay for all permit fees.
3. The City will perform all field work and notifications recommended in the documents and per CN
requirements.
4. The City is responsible to notify AECOM if there are any changes in contractor means and methods
or site conditions. If AECOM is required to re-evaluate the documents, a contract amendment will be
prepared for City consideration prior to providing any additional Engineering services.
5. AECOM will document the excavation and disposal of the impacted soil under a separate agreement.
Deliverable
AECOM will provide a draft electronic copy of all memorandums to the City for review. Comments will be
addressed and AECOM will provide a final electronic copy to the City for submittal to CN.
AECOM proposes a team comprised of Paul Timm, Senior Hydrogeologist; Jeremy Thomas, P.E.,
Geotechnical Engineer; and Dave Atkins, P.E. Structural Engineer. This proposed project team has been
selected to provide the City with AECOM staff that understand the City's expectations, have previous
project involvement, have been involved with similar projects, understand respective project
responsibilities, are located locally, and provide a reasonable cost approach with sensitivity to overall
project cost.
Estimated Fees
The total estimated fees for this project are $11,500. A detailed breakdown including level of effort is not
possible to prepare based on the continually changing CN utility permit requirements, requests for
additional information, and changes in the final construction design of the casing and carrier pipe.
AECOM will only charge for actual incurred costs. If the project is completed outside of the assumptions
AECOM may request to reduce or increase the budget accordingly.

The services described in this proposal will be provided on a time and materials basis. The services
provided will be performed in accordance with the approved Fee Schedule and the conditions of the 2009
City of Oshkosh Negotiated General Conditions of Service, which are expressly incorporated into, and are
an integral part of, our contract for professional services. AECOM can begin providing these services
immediately upon receipt of the signed Authorization Form (attached).

If services to be provided under this proposal require the agents, employees, or contractors of AECOM to
enter onto the Project site, the City shall provide right -of -access to the site to AECOM, its employees,
agents, and contractors, to conduct the planned field observations or services.
