ITEM V: APPROVAL OF THE COMPREHENSIVE OUTDOOR RECREATION PLAN (CORP)

ACTION REQUESTED/BACKGROUND
The Parks Department is requesting approval of the Comprehensive Outdoor Recreation Plan(CORP)that has
been prepared by the Rettler Corporation in cooperation with city staff and the Advisory Parks Board. The
CORP is a document that assists the community in the development of park and open space amenities that will
satisfy the needs of the citizens.
The current CORP represents an update to the CORP that was adopted in 2011. The Plan was developed
following the general guidelines of the Wisconsin Department of Natural Resources(DNR). The CORP begins
by establishing the goals and objectives that the Plan will produce following through with various
recommendations.
Planning staff has reviewed the Plan and is requesting the Plan Commission to make a determination that it is
consistent with the City's Comprehensive Plan and further that the Comprehensive Plan be amended to include
the CORP by reference as part of the current update process.
ANALYSIS
The Mission Statement of the CORP is that the City of Oshkosh seeks to provide a park and recreation system
that will meet the needs of the City's current residents and future generations,preserve and protect the City's
open space,water,historical and natural resources, and provide a park and recreation program that is designed
to enhance the City's quality of life.
The Plan is divided in 12 sections but the main parts of the plan discuss current inventory,needs, and
recommendations in Sections XI,VII, and VIII respectively. While the document is comprehensive,the Plan
Commission will be more interested in some of the parts that pertain to some of its activities as follows:
Pages 2-3 Mission and Purpose
Pages 4-9 Goals,in particular Subdivision Review and establishment of Trails
Page 11 Population and Housing Forecasts
Pages 37-38 Current Conditions and Regional Comparisons
Page 43 Park Acquisition
Pages 69-72 General Recommendations,in particular parkland dedication,impact fees and planning
Page 76 Trail Development
The CORP is specifically recommending that the City update its current parkland dedication requirements
(which haven't been updated for a number of years) and potentially consider adopting impact fees to fund
future park development needs.
Adoption of the CORP and endorsement by the Wisconsin DNR will maintain City eligibility to apply for and
receive funding from either the state or federal government for the next five years.
RECOMMENDATION
Staff recommends a finding that the Comprehensive Outdoor Recreation Plan is consistent with the
Comprehensive Plan and that it be included by reference as part of the Comprehensive Plan update.
