Oshkosh Corporation UpdateTO: Honorable Mayor & Members of the Common Council Mark Rohloff, City Manager FROM: Allen Davis, Community Development Director �4� DATE: March 8, 2018 RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements, Tax Increment Finance Plan, Timeline Public Improvements The City Council chose Option E for the Oshkosh Ave improvements meaning that the intersections will be upgraded in 2018-2019, and the right-of-way will be reserved for the larger Oshkosh Ave cross-section, but the larger Oshkosh Ave will not be built in 2018-2019. The right- of-way will be acquired from the north side parcels through the development review and approval process. The additional right-of-way would be proposed to be exchanged with remnant pieces of the golf course along the shared lot line. The Plan Commission will likely review the potential land swap during the Specific Implementation Plan review in April. The Plan Commission has recommended officially mapping the Westfield Street extension north of Oshkosh Avenue at 80' right -way. Council will be considering the official map at their March 13, 2018 meeting. A third CSM will also be required for future Westfield Street and Oshkosh Avenue right-of-way dedication with an accompanying Development Agreement. As mentioned in previous project updates, in anticipation of permitting requirements, the City retained an archeologist to identify the location and develop a plan for excavating any area that may be an archeological site under applicable laws and regulations and may be disturbed during construction. University of Wisconsin - Milwaukee archeologist has developed a recovery plan for the area to excavate and preserve any artifacts that may be present on the site. The Wisconsin State Historical Society approved the recovery plan. After the ground thaws this spring, the archeologist, working with a team from the University of Wisconsin — Milwaukee and city staff, will excavate most of the high ground around the clubhouse and recover any artifacts in the impacted area prior to construction. Staff will also be meeting with WisDNR regarding City and Oshkosh Corporation permitting on March 15, 2018. The clubhouse will be made available to the Oshkosh Police and Fire Departments for training prior to demolition. The demolition of the clubhouse will occur this spring. Staff continues to work on grant applications related to the development. The WisDOT grant has been submitted and is under review by WisDOT staff. The WisDNR grant will be submitted May 1, 2018. Tax Increment Finance Plans The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23, 2018. The Joint Review Board approved both TIF Plans on January 30, 2018. The RDA recommended the purchase of Repps' Bar and the adjoining bait shop on February 28, 2018 for the redevelopment of the Oshkosh Ave/Sawyer Street intersection. The Council will consider the purchase on March 13, 2018. Development Agreement Staff has continued to work with Oshkosh Corporation on the Development Agreement based on the direction the Common Council provided during a Closed Session on February 13, 2018. Council will consider the draft Development Agreement at their March 13, 2018 meeting. Timeline Oshkosh Corporation - The Plan Commission reviewed the submittal of a General Development Plan (GDP) at a workshop on February 20, 2018. The Plan Commission recommended approval of the GDP at their March 6, 2018. Council will consider the GDP at their March 13, 2018 meeting. Private Redevelopment Oshkosh Avenue - The Plan Commission reviewed the submittal of a General Development Plan for the area west of North Westfield Street at a Plan Commission workshop on February 20, 2018. The Plan Commission recommended approval of the GDP at their March 6, 2018. The Council will consider the GDP at their March 13, 2018 meeting. City Hall, 215 Church Avenue P.O.
