NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the following licenses be granted subject to all applicable fees paid, completion of inspections and an interview with the Police Department. Ubrig, City Clerk DATE: March 9, 2018 RE: Approval of Combination "Class B" Liquor Licenses BACKGROUND With economic development opportunities in our community, Council has held off granting 2 open licenses that were surrendered back to the City. The 2 open license are a result of Fratello's obtaining a state license and Post 1908 merely surrendering their license due to not moving forward with the project. The Marion Road license has been reserved for several years for the water side of the Marion Road project area, Council could grant this license to one of the applicants at this time or hold off until renewal time. In the January 12�1, weekly newsletter and at the January 23rd Council. meeting, it was explained that staff was working on a supplemental application to submit with the required liquor license application to use as a tool to determine the merits of the new or current business applying for a license. There was also discussion that inactive licenses could be returned to the City, creating a pool of available licenses, to promote development — this would require revocation hearings that would take place at renewal time. ANALYSIS As a result of Council's discussion, staff was directed to schedule presentations by liquor license applications for the open licenses. The following four applications have submitted their paperwork and have been invited to make their presentation to Council on March 13th, as follows: • Caramel Crisp • Evergreen Retirement Community • Fletch's Local Tap House • The Howard FISCAL IMPACT There is no direct fiscal impact as a result of these licenses being granted and issued. The liquor license will be used as a part of a $24 million renovation and expansion that Evergreen has undertaken. Evergreen has had a beer and wine license, which has been successful, but has identified that people would like service expanded to full liquor. Evergreen is adding a pub as part of the expansion that will be attached to the existing restaurant. The license will cover serving in the pub, restaurant, special events and catering for families and groups who utilize the Evergreen campus. Offering residents, families guests and others an opportunity to experience this option is an important part of Evergreen attracting people to the campus and Oshkosh. a. Private Financing Improvements All improvements are financed privately to the area being remodeled into the pub. In addition, we would be utilizing other spaces for special events and allowing catered events to serve alcohol. b. Public Improvements financed by the City adjacent to Business c. The pub is part of redeveloping a section of the building which opened in 1967. 10) How will your project attract customers from outside the City of Oshkosh to Oshkosh? Through existing work already completed by Evergreen to expand apartments and improve other options, we have experienced people moving from other parts of the Fox Valley and out of state to Evergreen and the Oshkosh area. 11) Are there any contingencies for the use of the liquor license? Evergreen has been in the Oshkosh community for 50 years and is a leader with developing environments, programs and services for older adults. Offering experiences and opportunities to individuals and their friends and family is important in aging successful. We have been successful with the development of our existing restaurant and by offering beer and wine, we found that more residents invited friends and family.members to dine with them. We also found that our residents and their guests felt less like they were in an "old folks home" and more in a community setting, which is what is desired. Both Evergreen and Oshkosh have been progressive in helping business grow and obtaining the ability to serve liquor in the pub, restaurant and at special/catered events at Evergreen will help keep Evergreen competitive and part of the Oshkosh community. The pub has been an important part of the overall proiect and one that will help in continuing to redefine aging. This will help Oshkosh in maintaining a high standard of living for its citizens and supporting and innovative organization. IN JANUARY OF 20161 KNEW THAT I WANTED TO DO THIS PROJECT BUT I WASN'T SURE ABOUT MY TIMELINE. AS TIME WENT BY AND I SAW THE INCREASING INTEREST IN OUR DOWNTOWN I DECIDED THAT I COULDN'T WAIT. BY MIDSUMMER OF 20161 DECIDED THAT I WOULD TRY TO MOVE FORWARD WITH THE PROJECT. WHEN I STARTED ON THE PROJECT THERE WERE NO LIQUOR LICENSES AVAILABLE. I DIDN'T WANT THAT TO HOLD ME BACK FROM STARTING THIS PROJECT SO I WORKED WITH ANGELA JOECKEL, DEPUTY CITY CLERK, TO FIND A WAY IN WHICH I COULD SERVE CUSTOMERS AT FLETCH'S. WE DETERMINED THAT THE ONLY WAY TO DO THAT WAS TO EXTEND THE CURRENT LIQUOR LICENSE AT THE VARSITY CLUB, 570 N. MAIN ST, OVER TO COVER ALL OF 566 &570 N. MAIN ST. MY INTENTION WAS ALWAYS TO HAVE FLETCH'S HAVE IT'S OWN LIQUOR LICENSE. I BELIEVE THE VALUE OF THE 2 PROPERTIES (566 & 570) IS HIGHER IF EACH HAD THEIR OWN LIQUOR LICENSE. IN ADDITION, IF THERE WAS EVER A NEED TO SELL ONE OF THE PROPERTIES IT WOULD BE POSSIBLE TO SELL ONE SEPARATELY. CURRENTLY, THE TWO PROPERTIES WOULD HAVE TO BE SOLD TOGETHER AS ONE OR SEPARATELY AND ONE PROPERTY WOULD NO LONGER HAVE THE ABILITY TO SERVE DRINKS. THE INSIDE OF FLETCH'S WAS DONE AND READY FOR BUSINESS IN MAY OF 2017. WE HAVE HOSTED NUMEROUS EVENTS THERE AND THE COMMUNITY HAS SHOWN AN APPRECIATION FOR WHAT WE HAVE DONE. CURRENTLY, OUR OUTDOOR PATIO IS UNDER CONSTRUCTION AND IS EXPECTED TO BE READY TO OPEN THE BEGINNING OF MAY 2018. WHEN FINISHED I BELIEVE THIS WILL BE ONE OF THE NICEST OUTDOOR DRINKING AREAS IN OSHKOSH. MY HOPE IS TO INSTALL A FULL KITCHEN AT FLETCH'S WITHIN THE NEXT 2-3 YEARS. HAVING IT'S OWN LIQUOR LICENSE WOULD INCREASE THE VALUE OF THE BUILDING AND THE VALUE THAT MY LENDER (WEST POINTE BANK) SEES THE BUILDING AS. THIS WOULD ENABLE ME TO GET MORE FAVORABLE FINANCING TO MOVE FORWARD WITH IMPROVEMENTS. IN ADDITION, ADDING A KITCHEN WOULD ENABLE US TO HIRE MORE STAFF. I HAVE INCLUDED PICTURES OF THE IMPROVEMENTS WE HAVE DONE SO FAR ON THIS BUILDING AND ARE CONTINUING TO DO. MY HOPE IS THAT THE COUNCIL SEES THE EFFORT THAT WE HAVE MADE AND THE BELIEF THAT WE HAVE IN THE SUCCESS OF DOWNTOWN OSHKOSH. Private Financing Improvements Project is 100% privately funded, and the property is undergoing a complete gut renovation, which included the acquisition of 6 surround residential and commercial properties which have been raised to allow for additional parking for the property (-80 space) plus landscaped green space b. Public Improvements financed by the City adjacent to Business: Washington avenue will be redone this year including widening of the street and sidewalk, and owners are partnering with city to bury the power lines c. Public improvements in the right of way financed by Business New curb along Washington Avenue and Broad Street d. Timeframe for construction/rehabilitation Project is well underway and will be completed by the end of 2018. The building will be hosting weddings staring in July of 2018. e. The area is under redevelopment efforts by the city, YMCA, and other private investors 10) How will your project attract customers from outside the City of Oshkosh to Oshkosh? We will be hosting many weddings (we already have — 20 booked in 2018 and 2019), and will be marketing events to people outside the area such as concerts dinner theater, and a Christmas market. The boutique bowling alley will be unique to the area and we believe it will draw patrons from surrounding communities The addition of a health -focused cafe will also be unique to the area and may attract people from outside of Oshkosh who are visiting the area 11) Are there any contingencies for the use of the liquor license? This is a complete renovation of a historic building that is well loved in the community and sits in a blighted area of Washington Avenue The owners have gone through the process of adding the building to the state historic register and are adhering to historic standards in the renovation process. They will be reopening the building for the use of the entire community.
