PURPOSE: MODIFY PARKING REGULATIONS ON WEST 4TH AVENUE AND
GROVE STREET
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
WEST 4TH AVENUE
Remove therefrom: No parking, south side, from Michigan Street
to 142 feet west between 7:00 a.m. and 3:00
p.m., Monday through Friday
GROVE STREET
Remove therefrom: No parking, east side, from Parkway Avenue
to 120 feet south
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

Please take notice that the City of Oshkosh enacted ordinance #18-129 (A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE
OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on March 13, 2018. The ordinance modifies
parking regulations on West 41h Avenue and Grove Street.

RE: Ordinance 18-111 modifies parking regulations on 411, Avenue and Grove Street
BACKGROUND
This ordinance will allow parking on the south side of West 41h Avenue, from Michigan Street
to 142' west and on the east side of Grove Street, from Parkway Avenue to 120 feet south.
Traffic Review Advisory Board (TRAB) recommends approval of both (5-0).
ANALYSIS
Currently there is no parking on West 4th Avenue, south side, from Michigan Street to 142 feet
west between 7:00 a.m. and 3:00 p.m., Monday through Friday. Previously the
Sanitation/Public Works Department worked out of a building located in this area. The
parking restriction was probably implemented when larger vehicles were turning here but
operations were moved to the new Department of Public Works facility on Witzel Avenue so
the restriction is no longer necessary. Fourth Avenue is 31' wide here and is not heavily
traveled now. There is no parking on the north side at the corner of Michigan Street to help
with the line of sight at this intersection. This was a request from a citizen.
Currently there is no parking on Grove Street, east side, from Parkway Avenue to 120 feet
south. This parking restriction is a remnant from when there was a building on the corner. The
building was removed so there is no need for parking to be removed in this area.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost to remove signage. The cost would come out of
the 2018 Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve this ordinance in Section 27A-11 of the
Municipal Code pertaining to parking regulations on designated streets and alleys..
