HomeMy WebLinkAbout09. 18-122 MARCH 13, 2018 18-122 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDVELOPMENT AUTHORITY TO ACQUIRE 1202 OSHKOSH AVENUE ($175,000) AND 1415 RAINBOW DRIVE ($50,000) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the property owner has offered the properties at 1202 Oshkosh Avenue and 1415 Rainbow Drive to the Redevelopment Authority and said properties are not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the properties at 1202 Oshkosh Avenue and 1415 Rainbow Drive are blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the properties at 1202 Oshkosh Avenue and 1415 Rainbow Drive are hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. MARCH 13, 2018 18-122 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire 1202 Oshkosh Avenue for $175,000 and 1415 Rainbow Drive for $50,000 and to execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 0323-0740-6401-06820 Property Improvement Fund. TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: March 8, 2018 RE: Approve Spot Blight Designation; Approve Acquisition of Property at 1202 Oshkosh Avenue ($175,000) and 1415 Rainbow Drive ($50,000) BACKGROUND The RDA has acquired properties around the Oshkosh Avenue and Sawyer Street intersection for blight elimination and future reconstruction of the intersection. A Traffic Impact Analysis for the Oshkosh Avenue Corridor has identified alternatives for the intersection improvements at Oshkosh Avenue and Sawyer Street. Based on the alternatives, it appears 1202 Oshkosh Avenue and 1415 Rainbow Drive are properties needed for the reconstruction of the intersection, regardless of which option the City selects. ANALYSIS The property owner is a willing seller and there is no relocation needed for 1202 Oshkosh Avenue or 1415 Rainbow Drive. Staff is proposing to allow the current tenant at 1415 Rainbow Drive to continue to operate the Bait Shop until funds can be budgeted in a future capital improvement program for the intersection reconstruction. 1202 Oshkosh Avenue can be demolished any time after July 1 when the property owner has removed his personal property. Once the Sawyer Street/ Oshkosh Avenue intersection is ready for reconstruction, 1415 Rainbow Drive will also be demolished. 1202 Oshkosh Avenue is assessed at $119,600 and 1415 Rainbow Drive is assessed at $34,900. RECOMMENDATION The Council approves the spot blight designation and acquisition of property at 1202 Oshkosh Avenue ($175,000) and 1415 Rainbow Drive ($50,000).
