Daniel Becker called the meeting to order at 4:00 pm.
The minutes from the 1/9/2017 TRAB meeting were accepted.

Jim Collins said the old Sanitation/Public Works Building is now
vacant. He said he thought the parking restriction was implemented
when larger vehicles were turning here but now that Public Works has
moved into their new facility, the restriction is no longer necessary.
He told the street is 31’ wide here and is not heavily traveled now.
Kenneth Voss, of 507 W. 4th Avenue, requested unrestricted parking in
this area.

Jim Collins told there was discussion at the last TRAB meeting about
restricting parking on the west side of Georgia Street from South Park
to Osborn with flip down no parking signs during special events.
Sargent Stenson suggested the wording on the flip down sign state
“this is a special event” so as to avoid any confusion.

Jim Collins said this is a request from the Board for no parking on
Georgia Street, west side from Osborn Ave. to 91’ north. He explained
park users and attendees often park in this area near the corner
causing congestion, creating site restrictions and sometimes blocking
access to the fire hydrant.

Jim Collins told the Sign Dept. crew was doing maintenance on signs and
questioned if this parking restriction was still needed. He said the building
has been removed and now there is no need to restrict parking in this area.

A request for
preferred alternatives
on the Oshkosh
Avenue corridor

Jim Collins gave a synopsis of the January 30, 2018 joint workshop
with Common Council and Plan Commission. James Rabe, Director of
Public Works, and Steve Ghode, Assistant Director of Public Works,
also gave information including costs and answered questions asked
by Board members.
There was discussion and the Board agreed that Alt. 2A was the
preferred option for the intersection of Oshkosh Avenue and Sawyer
Street.
The Board was in agreement with KL Engineering’s Oshkosh Avenue
corridor recommendations: Alt. 3 – Four lane Divided from Koeller
Street to N. Eagle Street; Alt. 1 – Four lane Undivided from N. Eagle
Street to the Fox River as well as adding the right turn bypass lane at
the Koeller roundabout and adding signals with left turn lanes at the
Westfield intersection. Mr. Becker stated that he saw a lot of benefits
to the divided lane proposal.

Pedestrian push
buttons install at
Main Street & Ceape

Jim Collins told the Board pedestrian push buttons were installed at
the intersection of Main and Ceape. He explained when pressed, a
longer pedestrian cycle is brought up which takes the signals on Main
Street out of coordination for that cycle but will synchronize on the
next cycle.

Jim Collins said he has received a Board member request to make the
left inside lane a left turn and straight lane. He discussed this with
WisDOT traffic engineers and the engineers modeled this revised
layout for the year 2035. He told the model showed 630 left turns, 295
straight and 275 right turns at peak hour, which is probably why there
are two left turn lanes. He said the current layout has an overall delay
of 46 second and provides an E level of service and the revised layout
increases the overall delay to 47.5 seconds, which provides an F level
of service for the inner lane and E for the outer lane. He explained
geometric changes to the center island would need to be made if
through capabilities were added.
Update on the merge
of the Parking Utility
Commission with
the TRAB

Jim Collins told the merger of the Parking Utility Commission (PUC)
with the TRAB is on the Council agenda tonight. He said no one on
the PUC was interested in serving on the TRAB so we have a vacancy
here.
