RE: Cooperative Purchase of Traffic Signal Camera Systems for Oregon Street Reconstruction
Project 18-05 ($33,710.00)
BACKGROUND
This memo is to report a purchase pursuant to the cooperative purchase exception of our purchasing
ordinance. The purchase is for two traffic signal camera systems and related components for the Oregon
Street Reconstruction Project which is funded within the 2018 CIP. The systems will be installed at the
intersections of 91h Avenue and Oregon Street and South Park Avenue and Oregon Street.
ANALYSIS
Purchasing has verified that GRIDSMART Technologies Inc. is on the State of Wisconsin Department of
Administration contract (#0510035) for non -intrusive vehicle detection equipment, which includes
various traffic signal camera equipment and components. The GRIDSMART contract price for each
traffic signal camera system and related components is $16,855.00 each.
FISCAL IMPACT
The total fiscal impact for two traffic signal camera systems and components from GRIDSMART'S state
contract pricing is $33,710.00. The total cost for all Traffic Improvements CIP related items for the Oregon
Street project is approximately $540,000. This cost includes all equipment being purchased directly and
the construction contractor's cost. The Electrical Division is utilizing inventory equipment wherever
possible to reduce the capital costs. The 2018 CIP allocated $450,000 for this project. The remaining
$90,000 will be transferred from prior year borrowing from projects that have come in under budget.
This purchase will be charged to A/N#: 0321-0410-6809-04805.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council.
