HomeMy WebLinkAbout11. 18-95 FEBRUARY 27, 2018 18-95 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT DONATION FROM THE OSHKOSH COMMUNITY FOUNDATION, AMEND 2018 MUSEUM MEMBERSHIP BUDGET AND AUTHORIZE AN AGREEMENT WITH HERITAGE LIGHTING TO RELIGHT THE SAWYER HOME TIFFANY WINDOWS INITIATED BY: OSHKOSH PUBLIC MUSEUM WHEREAS, A Donor has come forward through the Oshkosh Area Community Foundation to make a contribution of$10,000.00 to the Oshkosh Public Museum to relight the Tiffany windows on the Sawyer home grand staircase; and WHEREAS, the gift of the Lighting for the Tiffany Window exhibit is consistent with the following guidelines established by City of Oshkosh Gifts and Donations policy, in that this donation: ➢ is consistent with the mission, policies and master plans governing the Oshkosh Public Museum ➢ has an educational component ➢ is suitable for the purpose proposed ➢ is compatible with the proposed location ➢ is harmonious in quality, scale and character with existing improvements and features ➢ is suitable to the environmental conditions of public display ➢ is suitable to the technical requirements or design standards for installation of improvements in public places ➢ complies with all applicable codes including building codes WHEREAS, the Donor has requested that the work be completed by Heritage Lighting Gallery of Cedarburg, Wisconsin; and FEBRUARY 27, 2018 18-95 RESOLUTION CONT'D WHEREAS, §62.15 of the Wisconsin Statutes allows municipalities to accept the donation of materials and/or labor for public construction as an exception to the requirements of the public bidding statute; and WHEREAS, on November 28, 2018, the Common Council adopted the 2018 Operating Budget and a budget adjustment is necessary to fund the proposed work. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that, on behalf of the residents of this community, the City acknowledges with deep gratitude and appreciation the generous donation through the Oshkosh Area Community Foundation and that the proper City officials are authorized and directed to take all appropriate actions to accept and utilize this donation and acknowledge these philanthropic activities. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that attached Amendment #4 to the 2018 Operating Budget Amendment for this purpose is hereby approved. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized to enter into an appropriate agreement with Heritage Lighting Gallery of Cedarburg, Wisconsin. for relighting of the Tiffany windows on the Oshkosh Public Museum Sawyer home staircase and are authorized and directed to take those steps necessary to implement the terms and conditions of the Agreement. No. 227-1070-6466-00000 Miscellaneous Contractual Services PubicMuseum Discover • Connect • Inspire TO: Mark Rohloff, City Manager FROM: Brad Larson, Museum Director DATE: February 20, 2018 RE: Donation for Relighting Tiffany Windows BACKGROUND The majestic Tiffany windows on the landing of the grand stairs of the Sawyer home are poorly illuminated and have been scheduled for a new lighting system as soon as budgets allow. This work has been postponed several times for diverse reasons and this project was not included in the 2018 budget. In January, an anonymous donor stepped forward and offered to make the relighting a reality by making a $10,000 donation, specifying a Wisconsin firm known for this work. ANALYSIS Because Tiffany windows have thick, multiple layers of iridescent glass and were intended to be illuminated by natural sunlight rather than electrical lighting, there are only a few businesses with the expertise to properly illuminate this type of window. Heritage Lighting in Cedarburg, Wisconsin, has done many Tiffany and other stained glass windows. The donor made the donation with the understanding that this firm would be utilized to correctly illuminate the Museum's windows. In January, this firm made the necessary lighting calculations and performed a test illumination prior to submitting their proposal. FISCAL IMPACT The proposal indicates the work is estimated to cost between $8,000 and $10,000. The City has received a donation of $10,000 to fund this project, making this amendment budget neutral. As a reminder, the donor has received a federal charitable tax deduction at the time the gift was made to the Community Foundation. This grant does not, therefore, represent a deduction, as this would be duplication. This grant cannot legally qualify for any benefits or other services to the donor who suggested it, such as membership, dinners, tickets, etc. The mission of the Community Foundation is to address and anticipate community needs by providing leadership and coordination through grant making and fund development.
