HomeMy WebLinkAbout10. 18-94 FEBRUARY 27, 2018 18-94 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASE OF 2018 POLICE VEHICLES FROM EWALD AUTOMOTIVE GROUP FOR POLICE DEPARTMENT ($195,590.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Police Department has determined a need to purchase new vehicles which include: five (5)Ford Interceptor Utilities model (Patrol Division) and one (1) Dodge Journeys model (Criminal Investigative Division), and one (1) Ford Explore (Administration Division); and WHEREAS,by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald's Automotive Group holds the State of Wisconsin's Department of Administration contract for Law Enforcement Vehicles. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles from: EWALD AUTOMOTIVE GROUP 2570 E. Sumner Street Hartford, WI 53027 Total: $195,590.00 FEBRUARY 27, 2018 18-94 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. No. 100-0211-7210-00000 General Fund —Motor Vehicles TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: February 19, 2018 RE: Approve Purchase for 2018 Police Vehicles to Ewald Automotive Group for Police Department ($195,590.00) BACKGROUND In the capital outlay of the 2018 Police Department Operating Budget the Common Council allocated $192,250.00 for the purchase of police vehicles. The Police Department has determined the following vehicles will address this year's needs: five (5) Ford Interceptors (Patrol Division), one (1) Dodge Journey (Criminal Investigation Division) and one Ford Explorer (Administration Division). ANALYSIS Purchasing has confirmed that Ewald Automotive Group holds the State of Wisconsin Department of Administration contract (#505ENT-M18-2018VEHICS-00) for Law Enforcement Vehicles. FISCAL IMPACT The total fiscal impact for all vehicles pursuant to state contract is $195,590. The 2018 Police Department operating budget has allocated $192,250.00 for this purchase in A/N#: 100-0211-7210-00000. The overage ($3,340.00) will be funded through a budget transfer from A/N#: 100-0211-6550-00000. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Law Enforcement Vehicles for the Police Department to Ewald Automotive Group, 2570 E.
