PURPOSE: APPROVE PURCHASE OF RIVERWALK BOLLARDS AND LIGHT
POLES TO PACIFIC LIGHTING & STANDARDS COMPANY
(PLSC) FOR ELECTRIC DIVISION ($137,670.00)
INITIATED BY: PURCHASING
WHEREAS, the Common Council approved the Fox River Riverwalk Corridor
Plan which included the selection of "Beacon" fixture design as the standard Riverwalk
pathway bollards and pedestrian light pole fixtures; and
WHEREAS, the fixtures have been installed throughout the Riverwalk sections as
they have been completed; and
WHEREAS, when staff inquired on inventory of additional bollards and lights to
complete the Morgan District (JeldWen) project we were notified the "Beacon" design is
no longer being manufactured by the City's former supplier; and
WHEREAS, a company has been located that has the casting molds for the design
and is willing to manufacture the necessary equipment for this project;
WHEREAS, the City has allocated 2017 CIP funds for the Morgan District
(JeldWen) Riverwalk improvements which includes these fixtures; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase bollards and pedestrian light
pole fixtures for the Morgan District (JeldWen) Riverwalk project from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Riverwalk Bollards and Light Poles to Pacific Lighting & Standards
Company (PLSC) for Electric Division ($137,670.00)
BACKGROUND
Approximately 10 years ago the Common Council approved the Fox River Riverwalk Corridor Plan
which included the selection of the 'Beacon' fixture design as the standard for the Riverwalk pathway
bollards and pedestrian light pole fixtures. These fixtures have been installed throughout the Riverwalk
sections as they have been completed. Unfortunately, as staff inquired on inventory of additional
bollards and lights to complete the Morgan District (JeldWen) Riverwalk project we were notified the
"Beacon" design was no longer being manufactured. Staff feels it is important to maintain this fixture
standard both for the aesthetic considerations of a uniform fixture design throughout the Riverwalk
system and also from a maintenance and service perspective of the current mounting bracket
requirements of the fixtures. Fortunately, our Electric Division staff were able to find a company (Pacific
Lighting & Standards Company) that still has the casting molds for the design and is willing to
manufacture the fixtures. Electric Division staff have confirmed they cannot secure any other
manufacturer willing to produce these fixtures. The Common Council has allocated funds in the 2017
CIP for the Morgan District (JeldWen) Riverwalk improvements which includes the purchase of these
fixtures.
ANALYSIS
Staff have identified the need for 55 bollards and 35 light poles to complete the Morgan District (JeldWen)
Riverwalk project west of Oregon Street to the BoatWorks park/Riverwalk. Some of this order will also
include replacement fixtures for other Riverwalk areas as needed. Staff solicited a proposal from Pacific
Lighting & Standards Company (PLSC) to manufacturer the fixtures. The anticipated lead time for the
production of these fixtures is eight to ten weeks.
FISCAL IMPACT
The total fiscal impact for these fixtures is $137,670.00. The costs will be charged to A/N#: 534/536-1040-
7216-07710 TIF 20/21 Morgan District Riverwalk.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only

one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing
recommends the Common Council approve this purchase from Pacific Lighting & Standards Company,
2815 Los Flores Blvd, Lynwood, CA 90262 in the amount of $137,670.00.
