SUBJECT:February 28, 2018 RDA Meeting –Executive Director’s Report
Update on 43 E. 7th Avenue:
Staff is working on the RFP for 43 E. 7th Avenue. One issue that staff would like
direction on is the future use of the railroad right-of-way. Since Pioneer Drive is not
right of way, the riverwalk may not be built along the river. Should the railroad right -
of-way along the north side of 43 E. 7th Avenue be retained for a potential
riverwalk/trail connection?
Update on Oshkosh Arena property:
The City recently came to an agreement with CN for the stormwater outfall on 14th
Avenue that goes under their tracks. This improvement will be the final public facility
installed related to the Arena.
Staff has been working with the developer and contractor to submit an application for
the Certificate of Completion in March in order to obtain the Voluntary Party Liability
Exemption from the WisDNR. WisDNR review and approval could take a year before
the RDA can transfer the title to the property to Fox Valley Pro Basketball.
Update on Healthy Neighborhood Initiative:
Staff continues to search for additional rehabilitation projects east of Main Street and
south of Packer Avenue. Should staff be looking for possible projects in other locations?
Staff has been in contact with the Oshkosh Area Community Foundation and several
organizations are exploring a possible “Rock the Block” pr oject(s)in Oshkosh in 2018
and beyond.Another acquisition/rehabilitation project(s)in conjunction with this
project could fit well.
Update in South Shore Redevelopment Area:
Miles Kimball Building –The new owners plan to revise the site and building plans
since he is looking at a commercial/office building rather than commercial/residential
rehabilitation project.They report they would like to start construction as soon as
possible.
Morgan District –The contractor has made good progress on shoreline stabilization, rip
rap, and underground preparation.Since cold weather set in, the contractor has
continued work on the boardwalk section over a wetland near the lagoon.Staff is
looking for a new location to store the second 1899 Railroad Bridge portal currently
stored at the Boatworks site. The second portal is planned to be erected near the
Pioneer Drive railroad crossing.
Oshkosh Corporation reports their trucks should be removed from the site by the end of
March, 2018
Pioneer Area –Mr. Art Dumke continues to work with City staff to explore multiple
development options and funding scenarios.
South Main Street parcels –Staff proposed possible remediation funding in the 2018-
2022 Capital Improvement Program. The adopted CIP includes $412,000 for the land
east of Main Street, and $412,000 for the land west of Main Street from TID #20 funds.
Update on Marion & Pearl Redevelopment Area:
Jackson/Marion Parcel:Mr. Andy Dumke continues to develop more specific building
and site plans. He is also working on tenant occupancy and a financing plan.His
option expires on September 20, 2018.
Lamico site:Annex reported that they discovered much more asbestos than originally
anticipated, and the removal lasted several weeks longer. They still anticipate opening
the summer, 2018.
Water Tower:The old water tower should come down later this year. The cont ractor
will be using the vacant site to the east for the dismantling of the tower.
