REDEVELOPMENT AUTHORITY MINUTES
November 27 , 2017

Chairman Cummings called the meeting to order at 4:00 pm. Roll call was taken and a quorum
declared present.
The minutes of October 3, 2017 and November 3, 2017 were approved as distributed (Stam/Belter).
Public Hearing:
Spot Blight Designation 821 Division Street
Chairman Cummings opened the public hearing on the proposed spot blight designation
for 821 Division Street.
No one appeared and the public hearing was closed.
Res.17-23 Approve Spot Blight Designation; Approve Acquisition of Property at 821
Division Street ($19,000)
Motion by Belter to move Res.17-23
Seconded by Hintz
Mr. Belter stated the acquisition price was good.
Mr. Hintz stated the property looks like it is in bad shape.
The item was called. Motion carried 5-0.
Res.17-24 Approve River East Neighborhood Plan
Motion by Stam to move Res.17-24

Mr. Lasky entered at 4:04 PM
Ms. Naudziunas discussed the process for creating a neighborhood plan. William Waters Plaza is a
big project that will begin in 2018 for the River East Neighborhood.
Mr. Belter stated Washington Avenue has been impacted positively by the reconstruction of the
YMCA and former Eagle’s Club.
Mr. Hintz stated the plan was very thorough.
Ms. Naudziunas stated River East has a strong social residential connection and good leadership.
One of their focuses is the reconstruction of William Waters Plaza.
Mr.Wiley stated River East seems to be one of the more engaged and active Neighborhood
Associations in the City.

Discussion Item:
43 E. 7th Avenue Redevelopment Potential
Mr. Davis stated the RDA acquired 43 E.7th Avenue in 2017 and is currently leasing to H&M
Commercial. The lease has a 120 day notice if the RDA should decide to sell the property or no
longer lease the property. Since the arena has been constructed there is more interest in the area.
Art Dumke was the first to express interest in the property to include it as part of Pioneer Island as
it is developed.Mr. Davis stated he is reluctant to sell the land to anyone but the owner of the
Pioneer for redevelopment purposes until Mr. Dumke either executes his option or passes on his
option.
Mr. Lasky inquired if there were any proposals.
Mr. Davis stated there are two businesses interested in using the existing space. One is the
Supple’s who are interested in creating a Brewery and others are interested in using the building
for office space or demolishing the building for recreational space.After the interested parties
contacted the City about 43 E. 7th, Mr. Davis contacted Mr. Dumke to see if he was still interested in
the property.
The Redevelopment Authority provided direction to staff to draft a request for proposals for RDA
owned property east of Main Street and south of the Fox River.

Executive Director’s Report
Mr. Davis stated Will Steiner reported to City staff that he is purchasing the former Miles Kimball
building from Brian Burns. He is looking at a commercial/office building rather than
commercial/residential rehabilitation project.
There was no further discussion.The meeting adjourned at approximately 4:37 PM.
