Public Improvements
The traffic consultant, KL Engineering, presented their preliminary findings regarding a Traffic
Impact Analysis for Oshkosh Ave. at the joint workshop with the City Council, Plan
Commission and Traffic Review Advisory Board on January 30, 2018 and reviewed their results
and recommended alternatives. City staff is working with the consultant on refining
alternatives for the City's review. In addition, city staff will be reviewing the TIA alternatives
and recommendations at the February 13, 2018 Council meeting. The Council will be asked to
provide direction at their February 27, 2018 meeting for future improvements and right-of-way
needs.
City staff continues to work on surveying and preliminary design of the infrastructure. The
street plans needed for the TEA grant have been completed.
A second Certified Survey Map (CSM) has been drafted for dedicating right-of-way for Koeller
Street extended to the proposed entrance of the Oshkosh Corporation campus. Plan
Commission recommended approval of the CSM on February 6, 2018. The CSM with right-of-
way dedications will be on the Council agenda on February 13, 2018 agenda for action.
A third CSM will also be required for future Westfield Street and Oshkosh Avenue right-of-way
dedication. Staff is initiating an official mapping process for the intersection. The Council must
provide direction on the official mapping for the Oshkosh Avenue right-of-way.
As mentioned in previous project updates, in anticipation of permitting requirements, the City
has retained an archeologist to identify the location and develop a plan for excavating any area
that may be an archeological site under applicable laws and regulations and may be disturbed
during construction. The archeologist has determined that the area to be examined is now many

times larger than previously represented by the State Historical Society maps. The archeologist
has developed a draft recovery plan for the area to excavate and preserve any artifacts that may
be present on the site. The plan has been submitted to the State Historical Society for approval.
After the ground thaws this spring, the archeologist, working with a team from the University
of Wisconsin — Milwaukee, will excavate most of the high ground around the clubhouse and
recover any artifacts in the impacted area prior to construction. This archeological work will
result in additional environmental costs that has been be reflected in the proposed TIF plans.
Staff has also initiated the clubhouse demolition process which started with an asbestos
investigation and asbestos removal. The investigation revealed that no asbestos or other
hazardous substance was found and demolition can proceed without any abatement costs. The
clubhouse will be made available to the Oshkosh Police and Fire Department for training prior
to demolition. The demolition of the clubhouse will occur this spring.
Staff continues to work on grant applications. The WisDOT grant will be submitted in the near
future, and the WisDNR grant will be submitted in May, 2018.
Tax Increment Finance Plans
The Common Council adopted both Tax Increment Finance Plans on January 23, 2018. The Plans
include a Pay -go - Tax Increment Finance Plan #34 for the Oshkosh Corporation Global
Headquarters and Tax Increment Finance Plan #35 for the Oshkosh Avenue Corridor
Redevelopment. The Joint Review Board approved both TIF Plans on January 30, 2018.
Development Agreement
The Common Council will be going into Closed Session on February 13, 2018 to discuss the draft
Development Agreement.

workshop scheduled for February 20, 2018, with action on March 6, 2018. Council could then
consider the GDP at their March 13, 2018 meeting.
