PURPOSE: APPROVE AMENDMENT TO 2017 CAPITAL IMPROVEMENT
PROGRAM — CONCRETE SIDEWALK (NEW AND
REHABILITATION) (+$80,825.09)
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Manager has prepared, submitted and recommended a
Capital Improvement Program for the year 2017, wherein is listed all anticipated revenue
and expenditures for said year, which program has been filed with the Common Council
and the City Clerk, and is available for public inspection; and
WHEREAS, it is necessary to amend the 2017 program to add additional repairs
to sidewalk and driveway aprons that exceeded the quantities in the Contract documents.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2017 Capital Improvement Program, on file in the City Clerk's Office, is
hereby amended with adjustments as listed in attached Exhibit "2".

RE: Approve Amendment to 2017 Capital Improvement Program -
Concrete Sidewalk (New and Rehabilitation) ($80,825.09)
BACKGROUND
Each year, the Engineering Division inspects approximately one-tenth of the City's public sidewalk
system and repairs damaged sections. In addition, driveway approaches that are in poor condition
are replaced. The costs of the repairs are billed to the abutting property owners.
ANALYSIS
The quantity of sidewalk and driveway aprons replaced in 2017 exceeded the quantities in the
Contract documents. A portion of the increase is due to property owners requesting additional work
be performed within the right-of-way. Another portion of the increase is due to the quantities
estimated in the Contract documents being less than the actual amount of sidewalk requiring
replacement.
FISCAL IMPACT
The additional funding is needed to allow the City to pay the Contractor for the work performed. The
City will recover the additional cost by billing the property owners adjacent to where the work
occurred, in accordance with approved policies and regulations.
RECOMMENDATIONS
I recommend approval of the 2017 Capital Improvement Program amendment.
