HomeMy WebLinkAbout24. 18-83 FEBRUARY 13, 2018 18-83 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AGREEMENT FOR ARCHAELOGICAL DATA RECOVERY PLAN FOR PORTION OF LAKESHORE MUNICIPAL GOLF COURSE SITE / UNIVERSITY OF WISCONSIN- MILWAUKEE (UWM) ($183,613.08) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City previously contracted with UWM-Cultural Resource Management (CRM) to conduct Phase I archaeological field survey to define the limits of a previously-reported archaeological site within the boundaries of the Lake Shore Municipal Golf Course; and WHEREAS; the City staff requested a proposal from UWM to provide the field services necessary to execute the archaeological data recovery plan. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code to enter into an agreement with UWM and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. No. 05801040-6401 TIF #34 Oshkosh Corp Headquarters — Contractual Services 05811040-6401 TIF #35 Oshkosh Ave Corridor— Contractual Services City o� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Co on Council FROM: James Rabe, Director of Public Works DATE: February 8, 2018 RE: Approve Agreement for Archaeological Data Recovery Plan for portion of Lakeshore Municipal Golf Course Site / University of Wisconsin -Milwaukee (UWM) ($183,613.08) BACKGROUND The City previously contracted with UWM-Cultural Resource Management (CRM) to conduct a Phase I archeological field survey in an effort to better define the limits of a previously -reported archeological site within the boundaries of the Lake Shore Municipal Golf Course. The UMW -CRM staff prepared a report of the findings of their field survey, and then prepared a Data Recovery Plan for the site. This plan was submitted to the Wisconsin Historical Society for review and approval. UMW CRM anticipates receiving approval of the plan in the near future. The Department of Public Works had been utilizing Great Lakes Archeological Research Center, Inc. (GLARC) for several years to assist in permitting and approval of projects that were near reported archeological sites. In January 2014, UWM's Historic Resource Management Services program merged with key personnel from GLARC and formed UWM-CRM. ANALYSIS City staff requested a proposal from UWM to provide the field services necessary to execute the archaeological data recovery plan previously prepared. UWM was requested to provide a proposal for this work due to their expertise in this field of work, and their experience conducting the previous investigations on site. FISCAL IMPACT This work will be funded from the Property Improvement Section of the 2018 CIP under the Oshkosh Corporation — Infrastructure project. These costs were also included in the TIF Plan for TIF District #34. We anticipate there will likely be an additional CIP Amendment brought forward in the future to provide for a reallocation of funding within the project as actual costs become more known. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this agreement. Approved, Mark A. The scope is detailed in the Data Recovery Plan for the Golf Course Site (47WN0049), City of Oshkosh, Winnebago County, Wisconsin, dated December 11, 2017. The cost assumes the following: 1) No additional elements are added to the Data Recovery Plan following consultation with Wisconsin Historical Society and the Wisconsin DNR; 2) Up to 200 cultural (non -burial) features are identified during the course of excavations; 3) Up to 3 burial related features are encountered during the course of the excavations; 4) The City of Oshkosh will provide appropriate heavy equipment; and 5) All consultation with agencies and stakeholders is included within the scope and cost. The attached budget proposal includes projected salaries, travel expenses and supply costs associated with the proposed level of field and reporting. In addition, UWM requires each funded project to recover the costs of personnel related expenses under the heading of Fringe Benefits. The cost of physical plant maintenance and contract administration are recovered under the heading of Indirect Costs. As a municipal partner, we offer a reduced rate 05 percent) for Indirect Costs.
