EAGLE STREET, NORTHWEST CORNER INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts right-of-way for the unnamed street beginning at the north end of N. Koeller Street, northeasterly to the west property line of Lot 2 of CSM 7312, per the attached. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts right-of-way at the northwest corner of Oshkosh Avenue and North Eagle Street, per the attached. Eagle Street, Northwest Corner BACKGROUND The subject site is part of the Lakeshore Municipal Golf Course which is in the early planning phases for redevelopment. In late 2017, the City had a Certified Survey Map (#7312) prepared to create an approximately 33 acre parcel from the original +/- 98 -acre golf course property that is proposed to be sold to Oshkosh Corporation for its Global Headquarters. The property is currently zoned Institutional (I), which is appropriate for the proposed redevelopment plans of the golf course and consistent with the 10 & 20 -year Comprehensive Land Use Plan's Parks, Recreation & Open Space recommendation. The surrounding area has a mix of land uses including commercial and residential to the south, residential uses to the east, Lake Butte des Morts to the north and Interstate 41 to the west. ANALYSIS The purpose of this land division is to enable the City to commence development of a street network to access the proposed Oshkosh Corporation's Global Headquarters site. The survey shows an 80 -foot street dedication beginning at the north end of N. Koeller Street. The dedication heads to the northeast approximately 750 feet until reaching the west property line of Oshkosh Corporation's parcel. The east end of the dedication is designed to connect with the anticipated extension of N. Westfield Street from the south, completing a "looped" roadway. The street dedication does create a small 0.699 -acre outlot to the southeast along the rear yards of properties fronting on Oshkosh Avenue. The shape and small size of the Outlot makes it undevelopable, however, the City does have the option to dispose of the Outlot to the property to the south to create a larger lot for redevelopment. Eagle Street and Oshkosh Avenue. Radius dedications allow for easier installation of wheel chair ramps and traffic signals without the need for easement acquisitions from neighboring properties. The Department of Public Works reviewed the proposed CSM and does not have any concerns with the proposed street layout. FISCAL IMPACT This land division/right-of-way dedication will facilitate future development of the approximate $19 million Oshkosh Corporation global headquarters. RECOMMENDATION The Plan Commission recommended approval of the zone change at its February 6, 2018 meeting. GENERAL INFORMATION Petitioner/Owner: Department of Community Development/City of Oshkosh Actions Requested: The petitioner is seeking approval of a two -lot land division/certified survey map from one existing parcel containing a total of 65.565 acres. The petitioner is also requesting approval of two right-of- way dedications, the first, an unnamed street beginning at the northern limit of N. Koeller Street and the other a corner radius dedication at the northwest corner of N. Eagle Street and Oshkosh Avenue. Sizes of the proposed lots are as follows: Lot 1= 64.100 Acres Outlot 1= 0.699 Acres Unnamed Street Dedication =1.6329 Acres Corner Dedication = 0.003 Acres Applicable Ordinance Provisions: Land division criteria are found in Article XIII: Subdivisions, City of Oshkosh Zoning Ordinance. RECOMMENDATION/CONDITIONS Staff recommends approval of the proposed two -lot land division/Certified Survey Map and approval of the proposed right-of-way dedications as requested. The Plan Commission approved of the Certified Survey Map and approval of the proposed right-of- way dedications as requested. The following is the Plan Commissions discussion on this item. Mr. Nau presented the item and reviewed the site and surrounding area and discussed the need for a land division to enable the City to begin to develop a street network to access the proposed Oshkosh Corporation's Global Headquarters site. He described the street dedication beginning at the north end of N. Koeller Street, northeasterly to the west property line of Oshkosh Corporation's Item- ROW Dedication — 2175 Punhoqua Street parcel. The east end of the dedication is designed to connect with the anticipated extension of N. Westfield Street, completing a looped roadway. The second dedication is a 25 -foot corner radius right-of-way dedication at the northwest corner of N. Eagle Street and Oshkosh Avenue to allow for easier installation of wheel chair ramps and traffic signals. Ms. Propp questioned how the right of way dedication would allow public access to the Oshkosh Corporation site. Mr. Nau provided a map to show the right of way dedication beginning at N. Koeller Street and ending at the west property line of Oshkosh Corporations site. Mr. Bowen questioned why the network of roads is not being dedicated at one time and why the roads are being dedicated without a final decision on the Traffic Impact Analysis. Mr. Burich stated the N. Westfield extension needs to be officially mapped and will be presented to Plan Commission. He stated the roads Mr. Bowen is referring to east of the potential N. Westfield extension would be private drives, not a public road. The City is dedicating right of way for the roads that have plans. Motion by Vajgrt to approve the two -lot land division/ certified survey map and right of way dedications for property located at 2175 Punhoqua Street (lakeshore Municipal Golf Course).
