HomeMy WebLinkAbout07. 18-66 FEBRUARY 13, 2018 18-66 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE APPLICATION FOR FIRE ACT GRANT INITIATED BY: OSHKOSH FIRE DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to complete an application for a Fire Act Grant from the Department of Homeland Security through FEMA in the amount of $58,450.00 to replace the breathing air compressor and fill station for filling breathing apparatus cylinders. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents required by the Department of Homeland Security and FEMA, and are further authorized and directed, if said grant is awarded, to accept such funds pursuant to the terms of the grant application and to purchase needed equipment with the grant funds. Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Timothy Franz, Fire Chief DATE: February 2, 2018 RE: Permission to Apply for Fire Act Grant BACKGROUND The Department of Homeland Security through FEMA has opened the application period for Fire Act Grants. These competitive grants are available for fire department equipment and through these grants in the past we have purchased new breathing apparatus, exhaust ventilation systems and radios. This grant period we would like to seek funding to replace our breathing air compressor and fill station for filling breathing apparatus cylinders. ANALYSIS Our current system is over 25 years old. We have been fortunate that we have not had any major malfunctions with this system that have led to it being inoperable and unable to fill our firefighting breathing apparatus (SCBA) and SCUBA bottles during emergency responses. With the age of our current system we would like to replace it before a major repair or emergency replacement is needed. Also, our current, antiquated system has minimal built-in safety features for our firefighters. FISCAL IMPACT The cost of this project will total no more than $58,450. The grant requires a 10% local cost share which would be $5,485.00. If we are successful with this grant, we will budget for the local cost share as a capital outlay item in the 2019 operating budget. RECCOMENDATION We recommend the Council grant permission for us to apply for this grant as this equipment is needed and an opportunity exists to obtain it at a lower cost to local taxpayers.
